Primary Function: 

Long Wave Inc. is seeking a Sr. Systems Engineering Manager to lead Systems Engineering, Integration, Architecture, and Test activities supporting complex Department of Defense (DoD) training system programs. This position is responsible for the technical and programmatic execution of the SEIT organization across the full engineering lifecycle, from requirements definition and architecture development through system integration, verification, validation, qualification, and delivery.

The Sr. Systems Engineering Manager will lead a multidisciplinary engineering team, manage technical scope, cost, and schedule performance, and serve as a key interface between Engineering, Program Management, customers, suppliers, and other program stakeholders. This position requires a strong combination of systems engineering leadership, personnel management, technical program execution, and Earned Value Management (EVM) experience.



Essential Responsibilities:

  1. Lead the Systems Engineering, Integration and Test (SEIT) organization, providing technical and functional leadership across Systems Engineering, System Architecture, Integration, Verification, Validation, and Test activities.
  2. Manage and develop a multidisciplinary engineering team, including staffing, workload planning, task assignments, performance management, mentoring, and professional development.
  3. Provide technical leadership across the complete systems engineering lifecycle, including requirements analysis and decomposition, system architecture, interface definition, design maturation, integration, verification, validation, qualification, and system delivery.
  4. Lead Model-Based Systems Engineering (MBSE) implementation and ensure system models, requirements, interfaces, behaviors, and architectures remain aligned with the program technical baseline.
  5. Lead development and execution of system integration and test strategies, including integration planning, verification planning, test readiness, test procedure development, test execution, discrepancy resolution, and verification closure.
  6. Lead technical planning and engineering readiness for major program and customer reviews, including SRR, SFR, PDR, CDR, TRR, and other technical milestone events.
  7. Assist the Control Account Manager (CAM) responsible for assigned engineering scope, including management of budget, schedule, staffing, work packages, performance measurement, Estimate to Complete (ETC), Estimate at Completion (EAC), and cost and schedule variance analysis.
  8. Coordinate with Program Management and functional leadership to develop and maintain engineering schedules, resource plans, Basis of Estimates (BOEs), forecasts, and execution strategies.
  9. Identify, assess, and manage technical risks, opportunities, issues, assumptions, and dependencies that may impact engineering execution, technical maturity, cost, schedule, or program milestones.
  10. Manage technical dependencies associated with customer-furnished information, source data, system interfaces, requirements maturity, supplier deliverables, and other inputs required to support engineering execution.
  11. Coordinate across Software Engineering, Specialty Engineering, Product Support, Cybersecurity, Product Lifecycle Management, Program Management, suppliers, and other stakeholders to ensure alignment of technical activities and program objectives.
  12. Ensure engineering specifications, architecture artifacts, interface documentation, requirements baselines, verification artifacts, test documentation, and other technical deliverables meet contractual, customer, DoD, and organizational requirements.
  13. Serve as a primary engineering interface with customers and stakeholders, communicating technical status, risks, requirements, design maturity, integration strategy, and corrective actions.
  14. Support supplier and subcontractor technical management, including requirements alignment, technical reviews, deliverable assessments, integration planning, and resolution of technical issues.
  15. Support proposal and business development activities, including technical solution development, Basis of Estimate (BOE) preparation, engineering staffing estimates, schedule development, risk identification, and technical volume inputs.
  16. Establish and maintain engineering processes, metrics, and performance indicators to assess technical maturity, requirements stability, verification progress, integration readiness, and overall SEIT execution.
  17. Drive continuous improvement across SEIT processes, tools, methodologies, and engineering practices to improve technical quality, execution efficiency, and program predictability.
  18. Perform other duties as assigned.


Work Conditions: 

Employee will be working within an office environment.  Employee may be expected to travel on occasion to locations where specific PPE or attire is necessary. 



Job Requirements:

Minimum Requirements:

  1. Bachelor’s degree in engineering, or another related technical discipline.
  2. 10+ years of professional engineering experience supporting complex systems, aerospace, defense, training systems, or related technical programs.
  3. 5+ years of demonstrated technical leadership, engineering management, or multidisciplinary team leadership experience.
  4. Demonstrated experience leading Systems Engineering, Integration and Test activities across multiple phases of the engineering lifecycle.
  5. Demonstrated experience serving as a Control Account Manager (CAM) with responsibility for engineering scope, budget, schedule, and technical performance.
  6. Strong working knowledge of Earned Value Management Systems (EVMS), including management of work packages, performance measurement, Estimate to Complete (ETC), Estimate at Completion (EAC), and cost and schedule variance analysis.
  7. Experience integrating technical execution with Integrated Master Schedule (IMS) and program cost and schedule objectives.
  8. Experience developing and managing engineering staffing plans, resource forecasts, Basis of Estimates (BOEs), and program execution plans.
  9. Strong experience with requirements development and management, system architecture, interface management, verification, validation, and system integration.
  10. Experience with Model-Based Systems Engineering (MBSE) methodologies and tools such as Cameo Systems Modeler or equivalent.
  11. Experience leading or supporting major DoD technical reviews including SRR, SFR, PDR, CDR, and TRR.
  12. Experience identifying and managing technical risks, opportunities, issues, assumptions, and dependencies.
  13. Demonstrated ability to lead multidisciplinary engineering teams and coordinate across Engineering, Program Management, suppliers, customers, and other stakeholders.
  14. Strong written and verbal communication skills with demonstrated ability to communicate complex technical and programmatic information to engineering teams, customers, and senior leadership.
  15. US Citizenship and eligibility for a DoD Security Clearance is required.

 

Preferred Requirements:

  1. Experience supporting DoD aerospace, training systems, simulation, or mission systems programs.
  2. Experience managing engineering organizations consisting of multiple systems engineering disciplines or technical workstreams.
  3. Experience working within an EVM-compliant DoD program environment and supporting Integrated Baseline Reviews (IBRs).
  4. Experience with requirements management, MBSE, scheduling, risk management, configuration management, and engineering execution tools.
  5. Experience managing customer-furnished information and technical data dependencies across complex development programs.
  6. Experience managing supplier or subcontractor technical execution and integration.
  7. Experience supporting qualification, acceptance, and delivery of complex hardware/software integrated systems.
  8. Familiarity with DoD acquisition, systems engineering, cybersecurity, configuration management, and technical data requirements.
  9. INCOSE CSEP/ESEP, PMP, or similar professional certification is desired.
  10. Active DoD Secret clearance or higher is preferred.
