SOFTWARE DEVELOPER - TS/SCI in MD

Position Description:

CNF Technologies is seeking Software Developers (Senior, Intermediate, and Junior levels) to deliver secure coding, DevSecOps practices, and vulnerability assessment supporting mission operations. This role provides the opportunity to drive technical direction across multiple efforts and ensures alignment with mission and security objectives throughout the full development cycle of cyberspace capability development.

General Experience:

• Bachelor’s degree plus commensurate years' experience for each level of software development expertise.

• Experience in software development, including full lifecycle design, coding, testing, integration, and deployment of complex mission-critical applications in high-security or classified environments.

• Experience leading secure software engineering efforts, implementing DevSecOps pipelines, conducting code reviews, vulnerability assessments, and remediation.

• Experience in developing and maintaining software solutions supporting intelligence, defense, or national security missions to translate operational requirements into operational systems.

• Experience in secure coding practices, vulnerability remediation, code review, and software assurance in high-security environments.

• Software deployment across various Cloud computing platforms such as Amazon Web Services, Microsoft Azure, and Google Cloud.

Functional Responsibility:

• Design and implement DevSecOps pipelines, automated testing frameworks, and continuous integration/continuous delivery (CI/CD) processes tailored to compartmented intelligence environments.

• Perform secure software assessments, code analysis, vulnerability scanning, threat modeling, and remediation to identify and mitigate risks in new/existing software.

• Provide technical leadership by mentoring junior developers, conducting peer code reviews, guiding secure development practices, and collaborating with cross-functional teams.

• Translate mission requirements into secure software solutions, develop prototypes, proofs-of-concept, and production-grade code supporting national security objectives.

• Ensure deliverables comply with DoD cybersecurity policies, supply chain risk mitigation, and documentation for authorization to operate (ATO) systems

Requirements:

• Active TOP SECRET/SCI clearance with Counterintelligence (CI) Polygraph required.

• Bachelor’s degree in computer science, Software Engineering, Information Technology, or a related field.

• Experience in software development, developing secure applications, DoD cyberspace operations, cybersecurity tools, and mission-critical systems.

• Proficiency in programming languages such as Java, C++, or Python; knowledge of secure coding principles, software development lifecycle (e.g., Agile, Waterfall), and tools for code analysis, debugging, and testing.

• Understanding of cybersecurity principles, network security, risk management, vulnerabilities assessment, and integration of security features like encryption and access controls into software.

• Must be a U.S. citizen.

• Ability to work in a secure facility and willingness to undergo CI polygraph examinations and background investigations in compliance with all DoD policies and operational security standards.

• Must comply with DoD Manual 8140.03 requirements for the Software Developer (DCWF Work Role 621) or equivalent cyberspace role.

Education and Experience:

• Junior Software Developer:

o Bachelor’s degree in computer science, software engineering, information technology, cybersecurity, or a related STEM field.

o 0–3 years of professional software development experience.

• Intermediate Software Developer

o Bachelor's degree in computer science, software engineering, or related technical field.

o 3–10 years of professional software development experience, including hands-on work with secure applications, SDLC methodologies (e.g., Agile/DevSecOps), and preferably some exposure to DoD/cyberspace systems.

• Senior Software Developer

o Bachelor's degree in computer science, software engineering, or related field (master’s degree or higher strongly preferred).

o 10+ years of professional software development experience, with focus on secure software development, leading technical efforts, mentoring junior/intermediate developers, and supporting mission-critical DoD cyberspace operations or cybersecurity tools.
