Overview:
Quantam Solutions provides IT solutions and consulting for various clients. We offer competitive hourly wages, health benefits, paid time off, and a 401(k) plan. We are currently seeking a Senior Security & Compliance Analyst. Candidates must be located within 90 miles of Lansing, MI. Interviews will be held in person in Lansing, MI. There is no option for a video interview. The work schedule is hybrid with two days onsite in Lansing, MI and three days remote. There is no option for a fully remote work schedule.
Job Description
Our client is seeking an experienced Senior Security & Compliance Analyst to support the integrity, security, and compliance of systems and processes used in administering retirement benefits for public-sector employees.
This role is responsible for ensuring that technology solutions, operational practices, and policy implementations align with applicable state regulations, cybersecurity standards, and organizational governance requirements. The Senior Security & Compliance Analyst will collaborate with business, technical, and security teams to strengthen security controls, improve processes, manage risk, and support the secure and reliable delivery of services.
Key Responsibilities
  • Analyze, document, and validate security processes, system requirements, and cross-functional interactions supporting retirement benefits administration.
  • Collaborate with program offices, technical teams, and subject matter experts to define and refine security and compliance requirements for system enhancements, policy updates, and new initiatives.
  • Create and maintain audit-ready documentation, including security requirements, user stories, workflows, use cases, and supporting compliance documentation.
  • Participate in solution design and testing activities, including User Acceptance Testing (UAT), to verify that security controls and compliance requirements are properly implemented.
  • Recommend improvements to strengthen the organization's security posture, improve process efficiency, reduce risk, and support service quality.
  • Monitor project deliverables, timelines, and milestones to ensure alignment with security objectives, regulatory mandates, and governance frameworks.
  • Assist in developing training materials and delivering security and compliance education to staff and stakeholders.
  • Conduct gap analyses and assess the impact of legislative, regulatory, or policy changes on business operations and system security.
  • Perform data analysis and develop reports supporting compliance monitoring, risk tracking, performance measurement, and data-driven decision-making.

Leadership & Collaboration
  • Provide guidance to cross-functional teams on security, compliance, governance, and risk-management best practices.
  • Lead discussions with business units, technical teams, and stakeholders to ensure alignment on security objectives, compliance expectations, and policy interpretation.
  • Mentor analysts in interpreting security frameworks, documenting requirements, and navigating governance processes.
  • Promote a culture of security awareness and continuous improvement across the organization.
  • Take ownership of key security and compliance initiatives, managing expectations and ensuring deliverables meet regulatory and organizational standards.
  • Support security incidents, compliance issues, and audit activities by coordinating responses, communicating risks, and providing accurate analysis.

Security & Compliance Support
  • Support internal and external security assessments, compliance reviews, and standards evaluations.
  • Conduct security risk assessments and recommend appropriate mitigation strategies.
  • Assist with the development and maintenance of security documentation, including System Security Plans (SSPs), assessment reports, and authorization packages.
  • Support security audits by gathering evidence, maintaining documentation, and demonstrating control effectiveness.

Disaster Recovery & Business Continuity
  • Collaborate with business units to develop, document, maintain, and test Business Continuity Plans (BCPs) and Disaster Recovery Plans (DRPs).
  • Conduct Business Impact Analyses (BIAs) and ensure DR/BC strategies align with operational requirements.
  • Assist in defining Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs) for critical systems.
  • Participate in tabletop exercises and simulations to validate continuity and recovery plans and document identified gaps.
  • Ensure DRP and BCP activities comply with applicable state policies, NIST, FISMA, and other relevant standards.

Vulnerability Management
  • Coordinate and schedule application, system, and network vulnerability scans in partnership with infrastructure and security teams.
  • Analyze vulnerability scan results, prioritize risks, and support remediation and mitigation planning.
  • Assess common web application vulnerabilities, including XSS, CSRF, SQL Injection, authentication weaknesses, and related security risks.

Minimum Qualifications
  • 7+ years of professional experience in information security, cybersecurity compliance, risk management, IT governance, or a closely related discipline within a government agency, public-sector organization, financial institution, or other regulated environment.
  • Demonstrated experience developing, documenting, assessing, and validating security controls, compliance requirements, and governance processes.
  • Experience supporting security assessments, compliance reviews, audits, policy evaluations, and control-validation activities.
  • 5+ years of experience working with security and compliance frameworks relevant to public-sector environments, including NIST CSF, NIST SP 800-53, and applicable state IT security standards.
  • Experience supporting system or business-process changes with a focus on data protection, access controls, secure implementation, and regulatory compliance.
  • Knowledge of Agile SDLC practices and experience integrating security and compliance requirements into requirements gathering, testing, and release processes.
  • Understanding of common application vulnerabilities, including XSS, CSRF, SQL Injection, and authentication-related weaknesses.
  • 5+ years of experience using tools that support security documentation, compliance tracking, requirements management, or workflow management, such as Azure DevOps and GRC platforms.
  • Experience contributing to the development, documentation, and testing of Disaster Recovery Plans for critical systems.
  • Experience assisting with the definition and validation of RTOs and RPOs.
  • Strong analytical, documentation, communication, and stakeholder-management skills.

Preferred Qualifications
  • Bachelor's degree in Information Security, Cybersecurity, Information Systems, Public Administration, or a related field, or equivalent professional experience.
  • Experience supporting cybersecurity and compliance programs within public pension, retirement administration, benefits administration, or similar environments.
  • Knowledge of security controls and data-protection requirements associated with pension administration or enterprise benefits platforms.
  • Experience using SQL or analytics/reporting tools such as Power BI or advanced Excel for compliance monitoring, security metrics, reporting, and data validation.
  • Professional certifications such as CGRC, CAP, Security+, CISA, or similar security, risk, or compliance credentials.
  • Knowledge of state and federal requirements governing data security, privacy, and compliance within public-sector environments, including relevant IRS, SSA, state statutory, and audit requirements.
  • Familiarity with Java and/or the .NET framework.
  • High-level understanding of web application architecture and functionality.
