Job description

We are seeking a seasoned Risk Management Consultant with a deep background in construction-related insurance, capable of working fluidly across all levels of the risk organization-from Sr. Management to Analyst. This contract role supports a high-profile public-sector agency in safeguarding its complex portfolio of infrastructure assets through strategic insurance placement, contract negotiation, and internal team development.

Key Responsibilities: Help lead insurance strategy, including placement, renewal negotiations, and broker management across property, liability, and construction insurance programs. Advise executive leadership and serve as a key liaison with external stakeholders, insurers, brokers, and regulatory bodies. Provide oversight and input into insurance recovery strategies for major losses and high-impact claims.

Ensure compliance with agency-wide standards, policies, and public-sector procurement regulations. Assist in the development and implementation of risk financing strategies and procedures. Coordinate the preparation of board materials, cost allocations, underwriting data, and insurance-related presentations.

Lead procurement efforts for insurance-related services, including RFQs/RFPs. Maintain and improve systems used for tracking policies, claims, and compliance metrics. Review, negotiate, and recommend insurance requirements for contracts, including construction and public-private partnership agreements.

Perform complex contract reviews and risk assessments to support insurance and indemnification recommendations. Mentor junior analysts by explaining coverage nuances and risk frameworks in a clear, collaborative way. Maintain data within RMIS platforms and support underwriting through detailed analysis.

Qualifications: Required: Bachelor's degree in Risk Management, Finance, Law, or related field 8+ years in commercial risk management, with direct experience in construction insurance Experience reviewing and negotiating insurance terms in complex contracts Strong verbal and written communication skills, including the ability to explain complex concepts to junior staff High proficiency in Microsoft Office (Excel, Word, PowerPoint), SharePoint, and RMIS tools (e.g., Riskonnect) Preferred: ARM, CPCU, CRM, or related insurance certification Experience working with or for a public agency Familiarity with insurance captives, loss control, or alternative risk financing.
