Position Description & Qualifications
Serco is seeking a highly motivated and detail-orientedJunior Program Analystto join our Waterfront Support Team, supporting the US Navy's Frigate Program. This is a unique opportunity to work on-site at the shipbuilder's facility in Pascagoula, Mississippi, and play a crucial role in the construction of the Navy's newest warships.
As a key member of the PMS 410 Frigate Program's PMR support team, you will leverage your analytical skills to assess and communicate project status, production metrics, engineering and test status, organizational and administrative challenges to assist in the successful oversight and execution of the ship construction process and program. This position offers a dynamic, hands-on environment where you will contribute directly to the construction, testing, and delivery of critical assets for our nation's defense.
TheJunior Program Analystwill work closely with government personnel and shipbuilder representatives to ensure production schedules, technical documentation, and program deliverables are effectively managed and tracked.
Must be able to obtain and maintain an active U.S. Department of War (DoW) Secret security clearance.
In this role, you will:
  • Coordinate inputs from production, engineering, test and other teams to prepare cohesive detailed briefing documents that will be utilized by the SUPSHIP PMR, DPMR, and PMS 410 PAPMs to brief senior leadership.
  • Draft, format, and distribute correspondence (letters, emails, memos, messages), addressing production, engineering, and test issues including documents for signature by PMR/DPMR in accordance with Navy Correspondence Manual.
  • Assist with Program Review, Working Group, and IPT meeting execution, including taking meeting minutes and action items, as necessary.
  • Act as the records liaison and SharePoint manager for the PMS 410 PMR Team.
  • Ship and track equipment and coordinate with property administrators the tracking of any material held by SUPSHIP C155 or the onsite PMS 410 team, including any specialized test equipment.
  • Assist with analysis of ship construction and production activities against established schedules and milestones
  • Support construction and deficiency tracking, maintain inspection matrices to include building and maintaining tracking sheets for test, production, and engineering areas.
  • Collect, organize, and analyze production data to identify trends, constraints, and performance metrics.
  • Assist with risk, issue, opportunity (RIO) tracking processes
  • Maintain an inventory of office and safety supplies, pick up office supplies and assist purchase card requestors.
  • Facilitate connectivity for new and moving personnel in PMR spaces.
  • Maintain project office requirements in TSM, to include production, test, and engineering artifact tracking, test call outs, and CARs/trial cards.
  • Other duties as assigned.

To be successful in this role, you will have:
  • The ability to obtain and maintain a DoW Secret security clearance.
  • A Bachelor's degree required; equivalent combination of education, training, and experience may be considered in lieu of a degree
  • 2 years of hands-on experience supporting production, manufacturing, shipbuilding, engineering, logistics, or government programs.
  • An understanding of the IT systems and databases used in shipbuilding, including TSM and/or other IDEs.
  • A working knowledge of paperwork associated with shipbuilding, such as test procedures, Navy QA CARs, test inspection reports, and trial cards.
  • Proficiency utilizing Microsoft Office Suite (Outlook, Teams, Excel, Word, PowerPoint).
  • The ability to collect, analyze, and present data in a clear and professional manner.
  • A strong organizational, communication, and interpersonal skills.
  • To be detail oriented and able to work effectively with multiple organizations and stakeholders in a high-stakes production environment.
  • The ability to travel up to 10% (CONUS).

  • Prior experience supporting U.S. Navy programs and managing administrative and data analysis duties for a shipbuilding program.
  • Proven ability to collaborate effectively with a diverse range of personnel, including working level as well as senior Navy personnel.
  • Understanding of advanced M365 products such as SharePoint and Power Platforms.
