Job Summary:

The Senior GIS Analyst serves as a high-level technical lead and key analytical resource for the Arizona State Land Department. Under the direction of the CIO, this role is responsible for performing advanced spatial analysis within a multi-disciplinary environment and producing high-quality cartographic, visualization, and reporting products to support the Department, external customers, and other state agencies. The Senior GIS Analyst drives operational efficiency by sourcing, evaluating, and integrating high-quality spatial data from diverse Federal, State, Local, and private entities into the agency's enterprise GIS. Utilizing advanced automation tools-including FME, Python, ModelBuilder, and ETL processes-the position designs repeatable, efficient workflows to support programs across the agency. Additionally, this role provides technical support and training to agency staff and develops and supports custom web mapping applications. As a GIS advocate, the Senior Analyst collaborates across organizations and engages in local, state, and national working groups to promote GIS standards and best practices.

Upon successful completion of the required training and probationary period, this position may offer the ability to work a hybrid remote work schedule, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona. Remote work is a management option and not an employee entitlement or right. An agency may terminate a remote work agreement at its discretion.

Job Duties:

Performing spatial analysis in a multi-disciplinary work environment, producing products from the results, such as online or traditional maps using cartographic skills, reports, or other types of apps that visualize and/or report the results. Communicate analytical findings to technical and non-technical stakeholders.
Ability to locate relevant external GIS data and bring it into the enterprise GIS.
Provides technical support to users or customers regarding the maintenance, development, or operation of GIS databases, applications and data collection devices.
Develop tools and processes (e.g. ModelBuilder, ETL, Python automation) allowing for repeatable and efficient GIS workflows in support of programs across the agency.
Create metadata, document workflows, and prepare reports as needed.
Support field mapping needs for agency staff.
Develop, manage, and maintain GIS data including: feature services, enterprise geodatabases and other industry formats.
Be an advocate for GIS and participate in local, state, and national working groups.
Apply the principles, theories, and concepts of the Arizona Management System; actively participating in 1:1 coaching sessions, daily group huddles, and huddle board updates; continually identifying areas for process and quality improvement; adhering to established standard work and procedures.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
GIS systems, spatial data, database systems, coordinate systems, and development platforms
Operating GIS hardware such as large format plotters and GPS devices
The organization's policies, procedures, methodologies, and tools
Public land survey system and land legal descriptions
Skilled in:
Working with GIS geodatabases using federal, state, and local industry data models
Using ArcGIS Pro for cartography, analysis, and data editing
Esri's ArcGIS Online systems, including Web App Builder, Experience Builder, Dashboards, Field Maps and Survey123 (building surveys)
Using tools for data automation, including ArcPy
Working with raster data and utilizing imagery
Common office software including MS Office and GSuite
Digitizing non-geospatial records such as legal descriptions
Strong customer service skills
Excellent Interpersonal, written and oral communication skills
Strong problem solving and analytical skills
Time management, organization, and attention to detail
Ability to:
Balance, prioritize and organize multiple tasks
Work collaboratively in teams and across organizations
Synthesize feedback and adjust plans accordingly
Build strong relationships with both internal and external customers
Develop and write technical documentation
Express complex technical concepts effectively, both verbally and in writing

Selective Preference(s):

Bachelor's degree in computer science, information systems, business administration or related field, equivalent experience will also be considered.
5+ years professional experience using Esri GIS software (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise).

Pre-Employment Requirements:

-Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete required driver training. (refer to Arizona Administrative Code R2-10-207.12.)
