Job Description:

The Nebraska Department of Transportation (NDOT) is seeking a Senior GIS Applications Developer to design, build, modernize, and support enterprise geospatial applications that advance transportation planning, maintenance, operations, asset management, and public service delivery. This position develops scalable GIS solutions using modern Esri technologies, APIs, automation, cloud-integrated architectures, and enterprise application development practices. The successful candidate will collaborate with business partners, GIS professionals, developers, and enterprise technology teams to deliver secure, user-focused solutions that support mission-critical transportation workflows.

JOB DUTIES

  • Design, develop, enhance, and maintain enterprise GIS web, desktop, and mobile applications using ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, ArcGIS Experience Builder, and related Esri technologies.
  • Develop custom applications, integrations, and automation solutions using JavaScript, TypeScript, Python, HTML5, CSS, REST APIs, and modern web application development frameworks.
  • Build and maintain integrations between GIS platforms and enterprise systems, including databases, business applications, APIs, and cloud-hosted services.
  • Work closely with business stakeholders to gather requirements, analyze workflows, document technical designs, and translate operational needs into effective GIS solutions.
  • Support geospatial data management, schema development, data governance, QA/QC workflows, and enterprise GIS standards.
  • Participate in application lifecycle management, including project estimation, sprint planning, testing, deployment, troubleshooting, performance monitoring, and continuous improvement.
  • Provide technical leadership, mentoring, and collaboration across GIS and enterprise development initiatives.
  • Develop secure internal and public-facing applications that improve access to transportation data and digital services.
  • Stay current with emerging GIS, automation, application development, and cloud technologies relevant to transportation and public-sector operations.
  • Perform other duties as assigned.


Requirements / Qualifications:

Minimum Qualifications:A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering, or other related field, and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year-for-year basis.


Preferred Qualifications:

  • Bachelor's degree in Computer Science, Geographic Information Systems (GIS), Geographic Information Science, Information Technology, Engineering, or related field.
  • Four or more years of professional application development experience, including enterprise GIS solution development.
  • Experience with ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, ArcGIS Experience Builder, Survey123, Field Maps, Dashboards, and related Esri application platforms.
  • Experience developing automation, scripting, and geoprocessing solutions using Python.
  • Experience working with SQL Server and enterprise relational databases.
  • Experience integrating applications using REST services, APIs, authentication frameworks, and cloud-based services.
  • Experience using source control, CI/CD practices, Agile development methodologies, and DevOps workflows.
  • Experience supporting transportation, infrastructure, asset management, or public-sector GIS environments preferred.


Other:

  • Valid driver's license or the ability to provide authorized independent transportation as needed.
  • Occasional in-state travel for meetings, workshops, implementation support, or field coordination.
  • May require collaboration with multiple agencies, technical teams, and business units.
