Job description

Responsibilities/Authority:
The Senior Project Manager will possess strong client relationship building and project management skills. This individual should be experienced with the system engineering process and software development lifecycle. Key to this position is being an effective communicator, creative problem-solver and capable of leading multiple projects with multiple project managers. This position is typically entirely responsible for at least one single major client.
Most important work tasks:
  • Responsible for managing project teams and/or multiple project teams
  • Responsible for planning, monitoring and reporting ensuring that projects meets agreed thresholds and objectives
  • Responsible for the performance of the project, including financials, schedule and quality
  • Scope management:
    • Establish and maintain scope of work definition for project in accordance to contract requirements
    • Conduct change order management
  • Planning:
    • Develop and maintain project management plans
    • Develop and maintain project schedules
  • Financial management:
    • Create and maintain project budgets/estimates
  • Risk management:
    • Create and Manage Risk Management Plans
    • Create and update Risk register and Risk mitigation plans/actions.
  • Quality:
    • Plan and follow up for project to meet defined quality requirements.
    • Understand and perform document control functions for all project files that adhere to the Q-Free PMO standards.
    • Work closely with development, testing, and accounting to ensure that all divisions/groups have full project awareness for the appropriate PMO protocols to be supported.
    • Ensure Requirements documents, Design documents, User Manuals, Administration Manuals, Release notes, and training documents are all in sync before customer delivery.
  • Project deliverables / scrum:
    • Organize, facilitate, and record all Scrum activities (e.g., planning, daily scrums, reviews and retrospectives) and keep stakeholders informed on the team's progress.
    • Lead requirements gathering/tracking process, orchestrate design stage meetings, manage scope creep, assist with managing UAT, documentation and deployments
  • Resource management:
    • Perform resource planning/forecasting
    • Coordinating day-to-day project tasks
    • Work with Engineering to resolve resource and delivery issues/conflicts
  • Client handling:
    • Manage client in all aspects
    • Attend and coordinate customer meetings, follow up on customers
    • Recognize and follow up on opportunities for potential new tasks/functionality that the customer could benefit from
    • Work closely with Business Development for new business
    • Perform product demos to clients
    • Develop proposals, contracts, sub-consultant agreements, task orders, statement of work
    • Complete, review and approve customer status reports, and customer invoicing.
  • Communication/reporting:
    • Maintain/communicate overall and individual project status forms to communicate to the other groups, customer, and third party consultants; manage all communications to stakeholders
    • Maintain high level project status form for management reporting

Experience:
Competencies:
  • Experience with scoping, planning and leading multi-phase multi-million dollar projects
  • Ability to lead the teams of 5+ developers, full team size of 8+ people
  • Analytical skills for problem solving issues
  • Exceptional organization skills
  • Effective communication skills, written and oral
  • Experience with Java programming a plus
  • Understanding of business development/marketing practices

Qualifications:
  • 2+ years of experience working in an Agile development environment.
  • 5+ years of hands-on experience with the full software development lifecycle and delivering all phases of a IT project
  • 3+ years of Information Technology Infrastructure Library (ITIL) and Operation Management methodology
  • 5+ years of Intelligent Transportation Systems experience
  • PMP Certification
  • CSM certification is a plus

Education Requirements
Bachelor of Science in Engineering (Civil, Transportation, or Electrical) or Computer Science; Preferred Master's degree or professional registration.
