POSITION SUMMARY

The Senior Project Manager is responsible for overseeing and coordinating project management for redevelopment, modernization, and new construction projects funded through a variety of private, federal, state, and local sources, including Low-Income Housing Tax Credits (LIHTC). Project Manager(s) report directly to the Senior Project Manager, who provides leadership, supervision, and guidance to ensure projects are managed effectively and in accordance with Agency standards. The Senior Project Manager oversees the day-to-day planning, design, and implementation of complex development projects with assistance from specialized consultants, Project Managers, and Agency staff. This role requires a blend of technical expertise, leadership skills, and a comprehensive understanding of construction management principles to ensure policies and procedures are followed, goals and objectives are achieved, and projects are completed efficiently, effectively, on schedule, and within approved budgets.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Conduct funding research opportunities and innovative ideas relating to the funding of redevelopment, modernization and/or new construction projects.
  • Develop project budgets and cost estimates in collaboration with Agency consultants.
  • Manage budget status of projects throughout the project life cycle, proactively identify potential issues and recommend corrective actions.
  • Develop and maintain comprehensive pre-construction and project schedules.
  • Oversee and assist with procurement requirements, including the selection of the Architect and General Contractor.
  • Oversee and review environmental site assessments, hazmat surveys and similar third-party studies.
  • Oversee design development, ensuring cost efficiencies and alignment with project goals.
  • Coordinate with external agencies, such as the Buildings Department and Environmental Protection Department as needed.
  • Submit Zoning and Planning permit applications in collaboration with Architect and General Contractor and oversee land use process.
  • Participate in all Owner-Architect-Contractor meetings to proactively identify and resolve issues that could impact cost, schedule or quality.
  • Assist with relocation plan.
  • Visit construction sites regularly to inspect and monitor progress.
  • Manage project reporting, including field inspection reports, progress updates, cost tracking and communication with all parties involved.
  • Review, approve and transmit pay applications to the finance department.
  • Review and approve change orders with Architect and General Contractor.
  • Monitor and ensure compliance with prevailing wage requirements along with Section 3 requirements is applicable.
  • Manage timely closeout of projects including full documentation and final payments.
  • Perform other duties as required or assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
  • 8-10 years of experience in construction or project management, preferably in the affordable housing industry.
  • Ability to interpret architectural drawings, site surveys, environmental assessments, etc.
  • Working knowledge of construction methods across trades and energy efficiency and sustainability programs.
  • Strong understanding of publicly funded projects including requirements related to prevailing wage, public bidding, Section 3 and WBE/MBE.
  • Demonstrate excellent verbal and written communication skills across all levels of management, staff, residents and the general public.
  • Ability to handle and resolve complex situations effectively, in a professional manner.
  • Work cooperatively and develop effective working relationships with co-workers, other sections, outside agencies and organizations, and diverse community groups.
  • Sophisticated knowledge of and proficiency in basic office software including internet systems, VoIP phones, Microsoft 365 platform and security cameras.
  • Remains current on Agency policies and procedures, and federal, state, and local codes, rules, and regulations as they pertain to job responsibilities.
  • Must be able to use a personal vehicle to travel between properties as needed.
EDUCATION AND EXPERIENCE
  • Bachelor’s degree in construction management or related field preferred.
  • OSHA 10 & OSHA 30 Construction Certification required.
  • Valid driver’s license with clean driving record required.
