Project Overview

This assignment is for the maintenance, support,and development of core DMV business systems supporting drivers and vehicles.The system supports legislative and federal requirements for traffic violationprocessing. It is a client-server system utilizing COBOL as the back end and.NET as the human interface. The position is within the COBOL development teamas the Senior Programmer / Team Lead and reports to the COBOL DevelopmentManager. The role will directly support the core business system, Phoenix. Thisposition will require CJIS information security certification, which will besponsored. The candidate must be able to work independently and have excellentcommunication skills.

Duties/Responsibilities:

  • Analyzethe Phoenix core business system and assigned tickets for developmentand/or system modifications.
  • Lead theanalysis and development of proposed solutions for assigned tickets andprojects.
  • Partnerwith business units to develop business specifications, translate theminto technical specifications, and obtain business sign-off.
  • Code,test, promote, and collaborate with impacted users to ensure solutionsmeet documented requirements.
  • Provideproduction support for the Phoenix system.
  • Providedaily and weekly status updates to the Development Manager and BusinessAnalyst(s).
Requirements

Education and Certifications:

  • Bachelorโ€™s Degree In ComputerScience or a closely related discipline with 10 Years of Experience.Experience in a government agencyenvironment is extremely helpful.
  • Visual COBOL technicalcertifications

Required Skills:

  • 10+Years of Experience with Visual and/or Micro Focus COBOL
  • 1+ Yearof Experience with Visual COBOL V9
  • 10+Years of experience with computer system analysis, design, coding,testing, debugging, and implementation techniques and practices fordeveloping new systems or modifying existing systems.
  • 10+Years of Experience developing and maintaining complex, mission-criticalapplications in a Windows-based client-server environment.
  • 10+Years of Experience Leading a technical software development team inplanning and deployment of software systems.
  • 10+Years of Experience coding and testing complex COBOL-based businesssystems in an Oracle SQL database and Windows-based client-serverenvironment.
  • 10+Years of Experience providing Level 3 (L3) production support
  • 10+ yearsof experience functioning as the primary contact with business units todevelop and review business and technical specifications and ensuredelivery of specified functionality.
