Digital Technology (DT) Infrastructure currently has an exciting opportunity for a Program Engagement Lead (PEL) in Fort Wayne, Indiana. The DT PEL owns the planning, estimation and execution of scope required to support secured Program Work Environments (PWE) within the Collins Strategic Business Units. The successful candidate will be the primary DT touchpoint for assigned programs and be a change agent for digital transformation and new capability adoption. This role will work in a fast-paced, collaborative, cross functional matrix environment to effectively support PWEs from proposal and start-up through sustainment, ensuring projects are completed on schedule within the established budget.
This is a hybrid role. This individual must be able to work onsite in the Collins Aerospace, Fort Wayne, Indiana location with the ability to travel up to 25% domestically.

What YOU will do:
  • Collaborate with DT, Facilities, Engineering, and Security participating in the proposal process to document functional requirements, translate requirements into standard solutions and provide DT bid materials including Basis of Estimates (BOEs) for future business opportunities and pursuits.
  • Manage and control scope, cost, schedule, and performance of projects, which will include task planning and scheduling, financial forecasts and Estimate at Completion (EAC), resource capacity and demand tracking and identifying/mitigating risks & opportunities.
  • Manage and document changes in scope of the DT development and collaborative environments over the lifecycle program.
  • Prepare presentations and effectively communicate project status with both internal and external customers at strategic and tactical leadership levels.
  • Establish and maintain key project metrics, milestones, critical path and monitor adherence to project scope, schedule, and budget.
  • Resolve conflicts, promote work sharing, encourage cross function and business collaboration and motivate teams toward common goals.
  • Participate in continuous process improvement activities to improve predictable execution of the DT service delivery model.
  • Facilitate technical collaboration with 3rd parties (e.g., suppliers) to simplify and accelerate problem resolution.

Qualifications YOU Must Have:
  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience.
  • U.S. Citizenship is required, as only U.S. Citizens are authorized to access information under this program/contract.
  • Ability to attain a Secret/Top Secret Clearance.
  • 3+ years' experience managing digital technology projects with oversight of infrastructure and software development initiatives.
  • Demonstrated strong organization skills and solid problem-solving skills in anticipating and analyzing needs as well as quickly identifying solutions.
  • Experience building Integrated Master Schedules in MS Project.
  • Experience managing project financials (EAC, BAC) and forecasting resource demand.

Qualifications We Prefer:
  • An active Secret/Top Secret Clearance.
  • Experience working in a government, engineering, and/or manufacturing environment.
  • Effective executive presence and influential leadership capabilities with the ability to interact with senior levels of leadership including Customer, teammates, and suppliers.
  • Demonstrated experience in financial planning, business case analysis and Return on Investment (ROI).
  • Knowledgeable of Contracts, Statement of Work (SOW), Basis of Estimate (BOE), Rough Order of Magnitude (ROM) processes and practices.
  • Experience with and understanding of process improvement techniques (i.e., Six Sigma,
  • Total Quality Management (TQM), Lean, etc.) to reduce waste and improve efficiencies.
  • Experience with various project delivery methodologies including waterfall and agile.
    Active Project Management Professional (PMP) certification.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels.
