What is a senior program consultant?

Senior Program Consultants are experienced professionals who provide expert advice, guidance, and oversight for programs within organizations. They often lead program development, manage large-scale projects, and ensure that objectives are met efficiently and effectively. Their responsibilities typically include strategic planning, stakeholder engagement, performance evaluation, and risk management. Senior Program Consultants leverage their industry knowledge to optimize processes and drive program success. They may work in various industries, including government, healthcare, education, and corporate sectors.

What are the key skills and qualifications needed to thrive as a senior program consultant?

To thrive as a Senior Program Consultant, you need expertise in program management, strategic planning, and stakeholder engagement, usually supported by a relevant degree and substantial experience in consulting or project leadership. Familiarity with project management tools like MS Project or Asana, and certifications such as PMP or Six Sigma, are commonly required. Exceptional communication, analytical thinking, and leadership skills help distinguish top performers in this role. These abilities are crucial for driving complex initiatives, ensuring program success, and delivering effective solutions for clients or organizations.

Senior Program Consultants often juggle several projects at once, which can present challenges such as prioritizing competing deadlines, aligning cross-functional teams, and ensuring consistent communication among stakeholders. Managing resource allocation efficiently and adapting strategies to changing project scopes are also common hurdles. To address these, strong organizational skills, proactive risk management, and regular check-ins with project teams are essential. Successful consultants leverage collaborative tools and clear reporting structures to maintain project momentum and deliver results.

Requisition #: 76388

The Role at a Glance

As a Sr. Consultant, Portfolio Planning Management, you will drive domain-level portfolio planning, prioritization, capacity, and roadmapping efforts that keep our initiatives aligned to enterprise strategy and focused on measurable value. You will partner closely with portfolio leaders, business enablement teams, and technology teams to translate strategic priorities into a clear, well-sequenced roadmap.

This is not a traditional planning or reporting role — you will operate as a strategic partner across the WPS Finance & Risk portfolio, surfacing interdependencies between portfolios and value streams (including their potential financial impacts), driving accountability for committed objectives, and helping resolve roadblocks that threaten delivery.

You may also mentor other portfolio or project management professionals, sharing your expertise to strengthen planning discipline and elevate delivery capability across the organization.

What you'll be doing
  • Lead domain-level portfolio planning, prioritization, capacity, and roadmapping efforts, while supporting broader portfolio-level strategy development
  • Facilitate domain-level prioritization through close consultation with business enablement and technology teams
  • Understand the interdependencies between portfolios and value streams, including potential financial impacts, and engage portfolio leaders to maintain a strategic enterprise focus
  • Support development of work requests and proposed initiative planning and sequencing
  • Drive accountability across portfolios to achieve committed objectives (OKRs) within established timeframes, capacity, and budget
  • Enable domain transparency by ensuring domain strategies and roadmaps are clearly defined and shared with stakeholders
  • Manage domain- and portfolio-level risks, issues, and dependencies, mitigating proactively and escalating quickly to the appropriate stakeholders when needed
  • Partner with Finance and peers to manage spend and track progress against benefits realization targets
  • Help overcome roadblocks throughout the planning and execution process, and recommend mitigation steps and alternatives to resource constraints to maximize portfolio efficiency
  • Deliver domain-level updates at all levels of the organization, including preparing supporting materials such as slides and financial summaries
  • Provide subject matter expertise and guidance on complex assignments, alternative approaches, and solutions to meet business objectives
  • Foster agile operating model planning and ceremonies, and promote communication and alignment across business, enablement, and technology teams
  • Champion change management and process improvements that raise quality and capability across the team, department, and business unit
  • Maintain awareness of emerging portfolio management trends, assess their impact, and collaborate with senior management to incorporate them into current and future solutions
  • Serve as a mentor, sharing portfolio management expertise with team members and peers
What we’re looking for

Must-Haves:

  • Proven experience leading domain- or portfolio-level planning, prioritization, and roadmapping in complex, cross-functional environments
  • 5–7+ years of project, program, or portfolio management experience aligned to the responsibilities of this role
  • Demonstrated ability to connect portfolio and initiative outcomes to broader business and enterprise strategy
  • Experience managing risks, issues, and dependencies across multiple portfolios or value streams, with sound judgment on when and how to escalate
  • Track record partnering with Finance or similar functions to manage spend and track progress against benefits realization targets
  • Strong communication and presentation skills, with demonstrated ability to influence at all levels of management through clear, informed, logical discussions
  • Ability to analyze complex information, evaluate the implications of a course of action, and apply sound judgment in ambiguous situations
  • Comfort applying quantitative concepts such as probability, statistics, averages, variances, ratios, and proportions to practical portfolio decisions
  • Demonstrated relationship-management skills with senior leaders, peers, and cross-functional colleagues; proven ability to find common ground and influence outcomes without direct authority
  • Successful track record balancing and coordinating multiple initiatives in a time-sensitive environment, under pressure and against deadlines
  • Bachelor’s degree or equivalent work experience (4 years of experience in lieu of degree)

Nice-to-haves:

  • Certified Project Management Professional (PMP) or equivalent portfolio/agile certification
  • Experience with agile operating model planning and ceremonies
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Curiosity and interest in emerging technologies, including AI, with a willingness to explore how they can enhance portfolio planning and business outcomes
  • Willingness to travel regionally, up to 10%, as needed
Application Deadline
