Job description

Mayvin, Inc. is seeking a Program Analyst/Action Officer to support a government Program Manager execute their program. This role provides programmatic, technical, and acquisition support within the Naval Sea Systems Command (NAVSEA) Portfolio Acquisition Executive, Maritime (PAE Maritime). The ideal candidate will possess a strong background in program management with experience supporting defense or federal programs. They need to closely support the Program Manager/Asst Program Manager to run their program to include interactions with stakeholders, tracking status, and budget development, management, and justification. This role requires a strategic thinker who can proactively engage with cross-functional teams and drive continuous improvement to ensure mission readiness and operational success. They bring strong leadership, organizational, and technical expertise to assist with the management of complex Explosive Ordnance Device manned and unmanned projects.
Must be a U.S. Citizen.
Must have an active SECRET clearance.
Responsibilities:
  • Provide critical support assisting the Program Manager and Asst Program Manager run all aspects of their program
  • Support the generation of acquisition plans and strategies
  • Develop cost estimates, budgets, and schedules
  • Help coordinate cross-functional teams from government and industry to facilitate the delivery of reliable, scalable technical solutions
  • Draft and prepare briefings, staffing plans, monthly reviews
  • Develop and propose Course Of Actions (COAs) and recommendations
  • Track actions/minutes and maintain continuity of accountability
  • Collaborate with subject matter experts (SMEs) to gather requirements, align priorities, and support milestone achievement
  • Build and maintain strong relationships with key stakeholders across DoD and industry to inform capability development and milestone planning

Qualifications:
  • 10+ years of experience managing complex and technical programs
  • 5+ years of experience with Navy EOD operations
  • 3+ years of experience supporting a US Navy or Joint acquisition program
  • Bachelor degree in Engineering, National Security, Management, or related
  • Knowledgeable in Navy Acquisition process
  • Experience with the Navy POM and Budget planning cycle
  • Ability to generate, evaluate, and guide technical reports, briefings, and other stakeholder communications
  • Strong written and verbal communication skills
  • Strong organization and time management skills with the ability to quickly turn-around requests
  • Flexible and readily adaptable to changing responsibilities
  • Ability to attend and organize program reviews/site visits/field tests
  • Demonstrated proficient in Microsoft Office Suite, with emphasis on Microsoft Word, Excel, PowerPoint, and familiarity with MS Project

Preferred Qualifications:
  • While NAVSEA experience isn't required, it is HIGHLY preferred
  • Prior US Navy Active Duty service
  • Ability to engage stakeholders and collaborators across various DoD agencies and services
  • Self-starter who is willing to both take the lead and provide support in a team role in a complex, fast-paced, cross-disciplinary work environment.
  • PMP or DAWIA certification
