JOB SUMMARYย 

The Senior HR Partner is a site-based HR Operations role and serves as a primary on-site HR presence for the Winnipeg location. Reporting into the Sr. Manager, HR, this position partners with site teams to execute day-to-day HR operations and deliver consistent, compliant employee support.

This role is the first point of contact for employees and managers on site and is responsible for hands-on execution of core HR operations including staffing/onboarding coordination, employee relations intake and investigations support, performance and attendance process administration, leave coordination in partnership with COEs, policy and procedure guidance, HRIS transactions and data integrity, and supporting site initiatives that strengthen culture, retention, and workforce readiness.

ESSENTIAL FUNCTIONS

ย  ย Serves as one of the primary on-site HR Operations resource for the Winnipeg site, partnering with site leaders to execute HR programs and deliver timely, consistent support for managers and employees.
ย  ย Provides guidance on policy interpretation and standard work execution; partners with COEs (Employee Relations, Total Rewards, HRBP Operations) to coordinate support, and escalates complex, high-risk, or non-routine matters for strategic alignment and resolution.
Recruitment
ย  ย Partners with site leaders and Talent Acquisition Operations to coordinate end-to-end site hiring activities (requisitions, interview logistics, selection decisions, offers, and start-date readiness).
ย  ย Supports workforce planning for the site by advising on staffing strategies for production/operations and hard-to-fill roles, including sourcing events and local outreach in partnership with Talent Acquisition.
ย  ย Coaches hiring managers on site hiring processes, interviewing best practices, documentation requirements, and timely decision making.
ย  ย Coordinates interviews and supports candidate evaluation (including phone screens or panel participation as needed) to ensure a quality, consistent candidate experience for the site.
ย  ย Partners with leaders to confirm role requirements, shift coverage, and required skills; proactively identifies gaps and recommends solutions aligned to site operational needs.
ย  ย Supports inclusive hiring practices for the site to broaden candidate pipelines and ensure equitable, consistent selection processes.
ย  ย Leads and coordinates the site onboarding experience (new hire orientation, day-one readiness, required paperwork, and coordination with site functions for training access).
ย  ย Ensures site hiring and onboarding activities are completed within legal and regulatory requirements and in accordance with internal policies; maintains accurate documentation and supports audits as needed.
ย  ย Supports required compliance activities (e.g., dispositions, postings, manager guidance) in partnership with Talent Acquisition and HR leadership.

Employee Development
ย  ย Partners with site leaders to strengthen leadership and team effectiveness through coaching, workforce planning, and execution of performance and talent processes.
ย  ย In partnership with the HR Leader, coordinates and/or delivers:
o ย  ย talent review programs
o ย  ย employee development program contentย 
o ย  ย client group participation in enterprise management and leadership development programs
ย  ย Maintains succession plans and supports workforce capability analysis and planning as needed.
ย  ย Leads day-to-day employee relations support for the site, including intake, fact-finding, documentation, and partnering with Employee Relations and Legal (as needed) on investigations and outcomes.
ย  ย Coordinate the voluntary employee departure process, ensuring compliance with corporate policies and applicable employment legislation.
ย  ย Prepares and coordinates employee documentation including letters, notification, communications, and job descriptions.
Various HR Processes
ย  ย Provides site leadership with HR operational insights and reporting (e.g., headcount, turnover, vacancies, staffing trends) and partners with Compensation/HR leadership as needed on pay-related analyses.
ย  ย Supports site HR operations through process discipline and continuous improvement (e.g., ensuring timely completion of HR cycles, audit readiness, and consistent application of standard work).
ย  ย Prepares site HR metrics, presentations, and materials (e.g., staffing dashboards, engagement action plans, policy communications) for leaders and HR stakeholders.
ย  ย Guides employees and managers through HRIS self-service and site HR processes; completes and/or coordinates non-self-service transactions (partnering with HR shared services as applicable) to ensure accurate, timely data and records.
ย  ย Maintains position control by reconciling budgeted positions in HRIS and finance budget systems to ensure accuracy in personnel planning.ย 
ย  ย Develops and generates reports as requested - including staffing, headcount, compensation, etc.
ย  ย Maintains site HR records/files in accordance with records retention requirements and confidentiality standards; ensures timely filing and documentation completeness.
ย  ย Ensure all HR documentation/administration is fully compliant as per requirements.ย 
ย  ย Provides special project support to the HR Leader and Lead HRBPs as required.

MINIMUM EDUCATION, EXPERIENCE, SKILLS

ย  ย Bachelor's degree in a related field. HR designation/certification preferred.
ย  ย Minimum of five years of experience in a Human Resources Generalist capacity or other Human Resources operational role.
ย  ย Proficient in MS Office with a high level of comfort using computer systems such as HRIS and SharePoint. Advanced knowledge of Excel preferred.ย 
ย  ย Demonstrated capability to interface and maintain effective relationships with all departments and employees in a team-oriented environment.
ย  ย Uses discretion, good judgment, and initiative to independently complete day to day responsibilities and tasks.
ย  ย Demonstrated ability to prioritize and plan work activities, meet timelines, and deliver appropriate and accurate results.
ย  ย Identifies and resolves issues proactively and quickly, utilizing effective analysis techniques.
ย  ย Ability to obtain and maintain working knowledge of, and compliance with, applicable regulations that govern our business including, but not limited to: ย proper documentation, GXP, employment standards, human rights legislation, health & safety regulations, Emergent's Code of Conduct, and employment policies.ย
