Location: Washington, DC Metropolitan Area
Employment Type: Full-Time

The Federal Mediation and Conciliation Service (FMCS) is an independent U.S. federal agency dedicated to fostering productive labor-management relationships and helping employers and labor unions resolve workplace disputes without the need for strikes, lockouts, or litigation. Through mediation, arbitration, conflict prevention, and collaborative training programs, FMCS helps improve communication and cooperative problem-solving while administering labor relations programs under federal law to support stable, productive workplaces nationwide.
Position Overview
Nationwide IT Services (NIS) is seeking an accomplished Senior Lead Developer to provide technical leadership and hands-on software engineering support for a Federal Application Development and Support Services (ADSS) program. This individual will lead software development activities across multiple enterprise applications, mentor development teams, establish engineering best practices, and deliver secure, scalable, and maintainable solutions supporting mission-critical business systems.
The Senior Lead Developer will collaborate closely with the Program Manager, Technical Lead / Solution Architect, Government stakeholders, cybersecurity personnel, business analysts, and DevSecOps engineers to support application modernization, cloud migration, operations and maintenance, and the development of new enterprise capabilities.
Key Responsibilities
  • Serve as the senior technical lead for application development, software engineering, and system enhancement activities.
  • Lead Agile software development teams through all phases of the Software Development Life Cycle (SDLC).
  • Design, develop, test, document, and maintain enterprise applications supporting Federal business operations.
  • Translate functional requirements into scalable, secure, and maintainable software solutions.
  • Lead code reviews and establish coding standards, development practices, and quality assurance processes.
  • Mentor developers and foster continuous improvement across the development team.
  • Develop and maintain RESTful APIs, web services, backend services, and enterprise integrations.
  • Build and enhance Microsoft 365, Power Platform, SharePoint Online, Azure, and .NET-based solutions.
  • Support application modernization and migration from legacy platforms to cloud-native architectures.
  • Collaborate with DevSecOps engineers to implement CI/CD pipelines, automated testing, source control, and deployment automation.
  • Troubleshoot complex application issues and perform root cause analysis.
  • Optimize application performance, scalability, reliability, and maintainability.
  • Develop technical documentation, software design documents, run books, and configuration artifacts.
  • Support Authority to Operate (ATO), vulnerability remediation, secure coding, and cybersecurity compliance activities.
  • Participate in sprint planning, backlog refinement, daily standups, demonstrations, retrospectives, and release planning.
  • Work closely with business stakeholders to evaluate enhancement requests and recommend technical solutions.
  • Assist in estimating development effort, technical planning, and release scheduling.
Required Qualifications
  • Bachelor's degree in computer science, Software Engineering, Information Technology, or related discipline.
  • Minimum of 8 years of enterprise software development experience.
  • Minimum 5 years supporting Federal Government IT systems.
  • Minimum 3 years serving in a Lead Developer or Technical Lead role.
  • Extensive experience developing enterprise web applications using Microsoft technologies.
  • Strong understanding of Agile software development methodologies.
  • Experience mentoring software developers and leading technical teams.
  • Excellent analytical, troubleshooting, and problem-solving skills.
  • Strong written and verbal communication skills.
