W2 Contract | Long-Term Engagement (2–5+ Years)

Estrada Consulting, Inc. (ECI) is seeking an experienced Senior Data / Database Engineer – Integration & Middleware Engineer for a long-term W2 consulting engagement supporting a large-scale, mission-critical criminal justice information system environment. This is a senior hands-on technical position combining data engineering, database engineering, systems integration, middleware, data exchange, troubleshooting, and production support responsibilities.
This is not a traditional database administration-only position. The successful candidate should have extensive experience supporting complex enterprise data environments in which information is received from numerous source systems, transmitted through middleware/message-broker technologies, processed through data queues and interfaces, consolidated within enterprise databases/data warehouses, and distributed to downstream applications and external systems.
Strong preference will be given to candidates with experience incriminal justice, law enforcement, courts, corrections, public safety, or comparable government information systems.

Position Overview:
The selected consultant will support the data, database, integration, and middleware components of an enterprise criminal-history reporting environment. The environment processes high-volume and near-real-time information received from multiple criminal-justice source systems, including arrest/booking, prosecution, court, disposition, probation, custody, warrant, and statewide criminal-history information. The consultant will maintain, troubleshoot, enhance, and support databases, data interfaces, middleware, message processing, data queues, batch processes, data-consolidation processes, and external system integrations.

Key Responsibilities:
  • Serve as a senior hands-on Data/Database and Integration/Middleware Engineer supporting mission-critical enterprise production systems.
  • Support enterprise database and data-warehouse environments used for high-volume criminal-justice data processing and reporting.
  • Design, develop, maintain, troubleshoot, and optimize complex database solutions.
  • Develop and support Oracle SQL and PL/SQL, stored procedures, functions, packages, triggers, queries, and database-processing logic.
  • Support Oracle 19c or comparable enterprise Oracle database environments.
  • Analyze and optimize database performance, queries, indexing, data access, and high-volume transaction-processing workloads.
  • Support complex data-consolidation, matching, linking, merging, and master-data processing.
  • Design, develop, maintain, and troubleshoot interfaces between multiple upstream and downstream enterprise systems.
  • Support near-real-time and batch data integration across multiple applications and agencies.
  • Maintain and troubleshoot message brokers, middleware, data queues, messaging interfaces, and event-driven data processing.
  • Analyze message/data failures and trace transactions across source systems, middleware, queues, databases, and downstream applications.
  • Support data ingestion and transformation of diverse data structures received from external systems.
  • Develop and maintain interface-processing and data-validation routines.
  • Support enterprise master data management (MDM) and entity/identity resolution processes.
  • Troubleshoot data discrepancies, failed transactions, duplicate or unmatched records, interface failures, and synchronization issues.
  • Support middleware and application-server environments associated with enterprise integrations.
  • Support integration with external government and criminal-justice systems.
  • Perform root-cause analysis of complex production issues spanning database, application, middleware, operating-system, network, and external-interface layers.
  • Support production monitoring, logging, alerting, error handling, recovery, and operational troubleshooting.
  • Participate in application/database upgrades, patches, deployments, configuration changes, performance tuning, and technology refreshes.
  • Develop scripts and utilities supporting data processing, interfaces, monitoring, automation, and operational support.
  • Support scheduled production jobs, background processes, batch processing, and high-volume data exchanges.
  • Maintain technical documentation including database designs, data flows, interface specifications, data mappings, operational procedures, deployment documentation, and troubleshooting guides.
  • Work closely with application developers, technical leads, DBAs, infrastructure engineers, business analysts, project management, County technical personnel, and external agency stakeholders.
  • Participate in scheduled after-hours or weekend maintenance, deployments, upgrades, and production activities when required.
