Overview:
The Senior Manager, Data & Analytics Platform Engineering will own, end to end, a centralized Power BI monitoring and reporting platform for the Data Governance, Informatics, and Analytics teams within the Enterprise Data Strategy department. This platform is critical for having visibility into Inovalon's data upstream, serving as a tool for data quality improvement, auditing, and data rights management. This leader will be accountable for the full solution, from backend data architecture, pipelines, and infrastructure through to the reports and DAX models stakeholders ultimately use. They will also build and manage a team to deliver it. While day-to-day focus will be on backend platform ownership and team leadership, this person should be hands-on capable across the full stack, stepping in wherever needed to keep delivery moving.

Duties and Responsibilities:

  • Data Architecture: Define the data architecture and schemas underpinning the platform, ensuring the structure supports governance, analytics, and informatics reporting needs across multiple business-critical systems
  • Backend Platform Ownership: Design, build, and maintain ingestion pipelines and integrations connecting the platform to underlying source systems, ensuring data is accurate, timely, audit-ready, and structured to drive Power BI reporting.
  • Hands-On Flexibility: Step in to develop or troubleshoot Power BI reports and data models as needed to support the team, unblock delivery, or cover gaps.
  • Team Leadership & Mentorship: Hire, manage, and mentor a data operations team of engineers; set engineering standards and oversee architecture decisions across the team.
  • End-to-End Accountability: Own the platform's success from data architecture through to final report, ensuring pipelines, data models, and Power BI work together seamlessly to meet stakeholder needs.
  • Data Security & Sensitivity: Ensure the platform handles highly sensitive data appropriately throughout the full data lifecycle, in line with company policy and regulatory requirements.
  • Infrastructure & Scalability: Own the infrastructure supporting the platform (performance, capacity, and environment security), ensuring it scales reliably as data volume and stakeholder usage grow.
  • Stakeholder Partnership: Work directly with Data Governance, Informatics, and Analytics leads to understand monitoring, KPI, and audit-readiness requirements, and translate them into backend data models and pipeline design.
  • Engineering Standards: Lead the team in writing high-quality, testable code using a test-first approach where possible, and ensure all work meets an agreed "Definition of Done."
  • Quality, Testing & Defect Resolution: Oversee creation of automated unit, system, and acceptance tests for data pipelines and services; lead design and code reviews; manage integration, testing, and deployment tasks; and ensure timely resolution of data and pipeline defects.
  • Agile Delivery: Drive end-of-iteration demos, retrospectives, and continuous team improvement; manage work through Agile tools (e.g., JIRA or similar) and participate in change management as scope evolves.
  • Documentation: Ensure documentation is written and maintained describing data architecture, pipeline logic, coding standards, testing, and changes.
  • Maintain compliance with lnovalon's policies, procedures and mission statement.
  • Adhere to all confidentiality and HIPAA requirements as outlined within lnovalon's Operating Policies and Procedures in all ways and at all times with respect to any aspect of the data handled or services rendered in the undertaking of the position.

Experience:

  • 10+ Years of data architecture and engineering experience required

Skills and Abilities:

  • Proven track record building, leading, and growing high-performing engineering teams within an Agile development environment for 5+ years, with the ability to operate as both a hands-on individual contributor and a people manager.
  • Proven experience building and scaling large backend data platforms and pipelines that support BI/reporting layers.
  • Experience working with healthcare data specifically (e.g., claims, clinical/EHR, payer/provider data) strongly preferred; experience in another highly regulated industries considered.
  • Demonstrated ability to define data architecture and schemas, not just implement against them.
  • Strong proficiency in backend technologies (e.g., Java, Python, or similar) and data pipeline/ETL tools.
  • Experience with AWS data services and cloud-based data storage solutions.
  • Working proficiency in Power BI and DAX - strong enough to build, review, or troubleshoot reports.
  • Experience with modern DevOps/Agile practices (CI/CD, Git, JIRA or similar).
  • Strong stakeholder management and communication skills, with experience partnering directly with non-technical business leaders.

Education:

  • Bachelor's Degree in Arts/Sciences (B.A./B.S.) in computer science, software engineering, information technology required
  • Master's Degree in Arts/Sciences (M.A./M.S.) preferred

Licenses and Certifications:

  • CRISC certification Preferred
  • Lean Six Sigma certification Preferred
