Destination Enterprises is hiring a Senior-level Estimator:to join our team to work on high profile, $20 million to $1 billion programs supporting Transportation Authorities.

Experience with heavy Transportation work supporting the implementation of

electrical systems, roadways, highways, stations (including structural & architectural), rail, civil work and utilities is required

Experience utilizing HCSS or Timberline software is also highly preferred. The Senior Cost Estimator must be able to work in or travel to the Los Angeles Area as required.

Duties:
  • Develop and implement cost estimation practices, standards, procedures, and tools to support development of the design and construction (capital cost) budgets and to support economic optimization of project designs.
  • Conduct needs assessments to inventory and assess cost estimation practices, standards, procedures, and tools to support development of the design and construction (capital cost) budgets and to support economic optimization of the project designs.
  • Prepare Independent Cost Estimates for professional services, design, construction, maintenance, and operations contracts, changes, and claims.
  • Prepare Independent Cost Estimates for progressive-design-build, construction management/general contractor, public-private partnership contracts using open book estimating and negotiation practices.
  • Furnish cost and price analyses of proposals from consultants and contractors.
  • Prepare estimates to establish project budgets for planning, construction and procurement, value engineering studies, real estate and joint development purchase and exchange decisions.
  • Provide estimates and economic analyses to support design optimization, constructability, and facilities project feasibility decisions.
  • Review and provide comments on estimates prepared by other consultants for planning and construction.
  • Prepare estimates to validate funding requests from other government agencies and third-party utilities.
  • Provide design and construction technical analyses and support to Management Audit Services.
  • Conduct construction market analysis by reviewing cost and bidding trends and evaluating factors that may influence construction bidding
  • Design, develop, and deploy industry best practices, standards, procedures, and tools to continually improve the cost estimating function.
  • Nurturing client relationships.
Qualifications

  • B.S. in Engineering and/or Construction Management or related field, preferred
  • 5+ years of related experience estimating heavy civil projects (transportation, highways, roads, rail, bridges, dams, pipelines, etc.).
  • Experience with heavy Transportation work supporting the implementation of electrical systems, roadways, highways, stations, rail systems, train controls (such as Communications Based-Train Controls), utilities, and instrumentation is required
  • Experience with heavy civil estimating software such as HCSS or Timberline highly preferred.
  • Excellent MS Excel skills.
  • Prior experience working with Transportation Authorities is required
  • Outstanding written and verbal communication skills.
  • Ability to work effectively with architects, engineers, and owners.
  • Ability to manage budgets, schedules, and projects to ensure client satisfaction.
  • Accredited CPE, P.Q.S., RICS, or AACE accreditation preferable, but not required.
