What You Will Do:
Guidehouse is seeking an Associate Director to join our State and Local Government (SLG) practice. In this role you will partner with public and private sector clients to design and implement people-centered strategies that align HR and workforce capabilities with organizational mission, strategic objectives, and future operating models. This role blends strategy, analytics, stakeholder engagement and implementation planning to help clients modernize how work gets done and how talent is attracted, developed, and retained.
Key Responsibilities include:
  • Apply working knowledge of the end-to-end HR lifecycle including workforce planning, recruiting, onboarding, performance management, employee relations, learning, compensation and benefits and off boarding-to inform client recommendations and solution design
  • Translate HR and workforce operational and strategic needs into clear usable deliverables such as process maps, SOPs, governance models, templates, and toolkits that improve consistency, compliance and adoption
  • Partner with HR and business leaders to define roles, responsibilities and decision governance including decision rights, escalation paths and approval workflows for HR programs and processes
  • Conduct quantitative and qualitative analyses including workforce supply/demand modeling, skillset assessments, gap analysis, KPI development and scenario planning to inform executive decision-making
  • Contribute expertise to HR and workforce transformation initiatives such as job architecture and job family design, job description modernization, classification alignment, career paths, leveling frameworks and competency models
  • Support the design and rollout of workforce programs by developing change-ready materials including manager guides, FAQs, draft training content, and communications to enable adoption and sustainment
  • Produce executive-ready summaries and presentations that connect HR recommendations to business outcomes such as risk mitigation, service quality, operational efficiency, and talent effectiveness
  • Facilitate client workshops and working sessions with HR staff and business stakeholders to validate findings, co-design solutions and align implementation approaches
  • Demonstrate professional integrity and adherence to client and firm policies maintaining high standards of confidentiality and judgment when handling sensitive HR information
  • Identify new business opportunities, lead client pursuits, develop proposals, and contribute to practice growth through relationship-based approaches
  • Mentor junior team members and contribute to internal capability building, proposal development, and thought leadership related to workforce and HR transformation

What you will need:
  • Bachelor's degree from an accredited college or university
  • Minimum of 8+ (EIGHT) years' experience in management consulting or human capital consulting
  • Working knowledge of core HR operations and policies
  • Ability to apply practical HR context to consulting deliverables and recommendations
  • Understanding of HR program and process design principles, including standardization, governance, service delivery models, and stakeholder experience
  • Strong analytical and problem-solving skills with the ability to synthesize qualitative and quantitative inputs into clear insights for senior leaders
  • Proven ability to collaborate across teams, manage workstreams and engage HR and business stakeholders at multiple levels

What Would Be Nice To Have:
  • Experience supporting one or more HR domains, such as strategic workforce planning, Talent Acquisition, Performance Management, Learning and Development, Job Architecture and Compensation
  • Familiarity with HRIS Platforms, Workforce Analytics Tools and Data Visualization Solutions
  • Relevant certifications (SHRM, HRCI, PMP)
  • Experience supporting large-scale transformation or modernization initiatives

The annual salary range for this position is $149,000.00-$248,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
