Description :ย ย 

SMUD is seeking a leased employee resource to support SMUD's IT organizational portfolio of 2026. The WebMethods Integration Developer will be responsible for developing web service API's and other integrations to support the implementation of various capital projects across SMUD.

Key responsibilities and deliverables include:

API Development

ย ย ย ย ย ย  Design and develop RESTful and/or SOAP web service APIs to connect SMUD's enterprise systems such as GIS, ERP, asset management, project controls, and document management.

ย ย ย ย ย ย  Ensure APIs support data exchange using secure, standardized formats (e.g., JSON, XML).

ย ย ย ย ย ย  Implement robust authentication and authorization protocols, including but not limited to OAuth 2.0, JWT, SAML, or other SMUD-approved alternatives.

ย ย ย ย ย ย  Provide comprehensive API documentation, preferably using OpenAPI Specification (Swagger).

ย ย ย ย ย ย  Ensure all APIs are version-controlled and maintain backward compatibility, with clearly defined extension and deprecation policies.

Integrations & Interoperability

ย ย ย ย ย ย  Analyze existing SMUD platforms to identify optimal integration points for system connectivity.

ย ย ย ย ย ย  Develop connectors or middleware to enable seamless interoperability between legacy systems, cloud solutions, and approved third-party applications.

ย ย ย ย ย ย  Where applicable, design integrations to be event-driven, supporting asynchronous updates and webhook capabilities.

ย ย ย ย ย ย  Implement robust error handling, transactional integrity, comprehensive logging, and proactive monitoring for all integrations.

Security

ย ย ย ย ย ย  Ensure all solutions are fully compliant with SMUD's cybersecurity policies and applicable industry standards such as NIST and CIS Controls.

ย ย ย ย ย ย  Utilize data encryption in transit and at rest, incorporate secure API gateways, and conduct periodic vulnerability assessments.

ย ย ย ย ย ย  Provide audit trails and detailed transaction logging for all API and integration activities.

Scalability & Performance

ย ย ย ย ย ย  Design all components for high availability, horizontal scalability, and resilience to failures.

ย ย ย ย ย ย  Define and implement performance benchmarks for each solution, such as minimum transactions per second (TPS) and pre-determined latency thresholds for mission-critical processes.

Testing & Quality Assurance

ย ย ย ย ย ย  Develop and execute comprehensive test plans, including unit testing, integration testing, system testing, and user acceptance testing (UAT).

ย ย ย ย ย ย  Support automated regression testing to ensure ongoing maintainability and reliability of APIs and integrations.

All work shall be fully documented according to organizational standards, and technical knowledge transfer shall be provided as required. The vendor is expected to collaborate closely with SMUD IT resources, business stakeholders, and project teams to ensure all deliverables support the organization's data and integration goals.

Mandatory Requirements

The proposed WebMethods Integration Developer must meet the following minimum qualifications/mandatory requirements:

ย ย ย ย ย ย  At least 5 years of professional experience developing and implementing solutions on the webMethods integration platform.

ย ย ย ย ย ย  A minimum of 2 years of experience working with the webMethods.IO (or webMethods Cloud Integration - IC) SaaS platform.

ย ย ย ย ย ย  Proven experience developing SAP RFC (Remote Function Call) integrations.

ย ย ย ย ย ย  Demonstrated ability to develop custom integration services using Java

ย ย ย ย ย ย  Ability to develop at a senior level on the webMethods integration platform, including familiarity with related technologies such as:

Desirable Qualifications

ย ย ย ย ย ย  Prior experience supporting IT or digital initiatives in the public sector, utilities, or energy industry

ย ย ย ย ย ย  Proficiency with related Software AG technologies: Integration Server, Universal Messaging, API Gateway, wM Test Suite, EDI/TN (Trading Networks), and Java Service Development.

ย ย ย ย ย ย  Demonstrated knowledge of secure software development, identity and access management, and implementation of cybersecurity best practices

Assumptions

ย ย ย ย ย ย  Contractors must have reliable internet, work exclusively within the United States.

ย ย ย ย ย ย  Contractor's work schedule will fall between 7:00am and 5:00pm Pacific Time, with work hours to be agreed with immediate Supervisor.

ย ย ย ย ย ย  The contractor is expected to be onsite for an initial 3-day orientation, and onboarding session at SMUD's Sacramento CA offices. After the 3-day onsite orientation, the contractor will work onsite every Wednesday, work remotely all other workdays.

ย ย ย ย ย ย  The resource working on this task will have strong communication, written and collaboration skills, with the ability to communicate highly technical information to the project team both verbally and in writing.
