Job description

PD07: Lifecycle Acquisition Analyst – Senior 


Description: As a senior analyst, this individual provides full lifecycle acquisition management for complex government programs. The role requires validating and refining requirements, leading the development of comprehensive procurement packages, and actively monitoring contract execution to ensure compliance and mission success, often serving as the primary acquisition expert to the Program Manager. 

Duties May Include: 

  • Leading the process of validating program requirements to ensure they are complete, well-defined, and within the scope of the intended contract vehicle. 
  • Managing the development of complete procurement packages, including acquisition schedules, financial plans, SOWs, and evaluation criteria (Section L & M). 
  • Leading the technical evaluation of contractor proposals, documenting the findings of the evaluation board, and providing data-driven recommendations to the program manager. 
  • Proactively monitoring the execution of all requirements under contract, identifying potential performance issues, and recommending corrective actions. 
  • Serving as the primary author for the most complex requirements documents (SOWs, PWSs) for a contract. 

Required Skills: 

  • A Bachelor's degree in a relevant field such as IT, Engineering, or Business. 
  • Demonstrated experience working in a DoW or IC agency providing total lifecycle acquisition management for IT or services contracts. 
  • Demonstrated experience writing complex requirements documents (SOWs, PWSs). 
  • Demonstrated experience leading or conducting and documenting technical evaluations of contractor proposals. 

Desired Skills: 

  • ITIL certification for IT Service management. 
  • DAWIA Level II or III certification in Program Management or Contracting. 
  • Direct experience with the NGA requirements process and acquiring IT infrastructure services. 
  • Ability to perform assigned duties and learn federal acquisition procedures with general supervision.
