Job Title: Senior Manager

Location: Crystal City, Virginia (DHS Facility - NOT a remote position)

Program Overview:

LEGAL INTERPRETING SERVICES, INC. is seeking a Senior Manager to serve as Key Personnel in support of the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations Worksite Enforcement Unit (DHS-ICE HSI/WSEU).

The Senior Manager will provide day-to-day program leadership, workforce oversight, quality control, reporting, staffing coordination, and customer interface support for a geographically dispersed team of Junior Compliance Officers supporting I-9 audit and investigative support activities. This role requires strong federal contract management experience, demonstrated ability to manage distributed personnel, and the ability to operate in a sensitive law enforcement support environment.

The selected candidate must be available to the Government during normal business hours and able to respond within 3 hours during non-standard hours, including emergencies, government closures, or urgent operational needs.

Job Duties:

  • Direct and manage deployed SAMA (Security Assistance, Mentors & Advisors) personnel; provide planning, administration, project management, travel coordination, and current operations support.

  • Receive and process air and ground movement requests for Embassy Air and DOS Charter Air movements and secure ground transportation.

  • Coordinate MILAIR rotary and fixed-wing movements; maintain access to and use USTRANSCOM Single Mobility System (SMS).

  • Track and record Embassy Air/Ground movements, exceptions to policy, and Distinguished Visitor movements.

  • Submit daily accountability.

  • Update the COR on SAMA personnel travel as required.

  • Coordinate movements (Embassy Air, DOS Charter, ground, DV movements) and provide a monthly movement summary to the COR/KO.

Required Qualifications

  • 2 Years of Management Experience

  • Advanced Degree with 10 Years of Experience, or Bachelor's with 15 years of Experience.

  • Experience leading geographically dispersed teams or multi-site operations.

  • Demonstrated knowledge and application in the areas of administrative policies, audits, program management, federal contract management, and financial management.

  • Experience in problem solving, critical thinking, and triaging workload is critical.

  • Strong background in program management, staffing management, workforce coordination, or operational support.

  • Experience supporting investigative, compliance, audit, law enforcement, immigration, public safety, or regulatory programs.

  • Ability to manage performance requirements, deliverables, reporting, quality control, and personnel accountability.

  • Experience coordinating directly with Government customers, CORs, program managers, and contracting personnel.

  • Ability to communicate clearly and professionally with senior Government stakeholders.

  • Strong organizational skills and ability to manage multiple deadlines across locations.

  • Ability to work in a sensitive information environment involving confidential, controlled, or privacy-protected information.

  • Ability to pass DHS/ICE personnel security vetting and obtain a favorable preliminary fitness determination prior to start.

  • Ability to complete required DHS/ICE training and maintain annual or recurring training compliance.

Preferred Qualifications

  • Prior DHS, ICE, HSI, law enforcement, or immigration-related program support experience.

  • Experience with I-9 audits, worksite enforcement, employment eligibility verification, compliance review, or document examination.

  • Experience managing labor-hour contracts.

  • Experience supporting Office of Inspector General, investigative, compliance, fraud detection, or regulatory review programs.

  • Experience preparing staffing plans, quality control plans, monthly status reports, and performance metrics.

  • Experience managing cleared, public trust, or fitness-vetted personnel.

  • PMP, FAC-COR support experience, or other program management credential preferred but not required.

  • Experience with rapid recruiting, surge staffing, and retention planning.
