Program Analyst (Sr)

Artemis is seeking a full-time Program Analyst with demonstrated experience leading programmatic and analytical support for federal health agencies. Working with the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Digital Health Office's Strategic (DHO) Initiatives Lab, the Program Analyst will be responsible for coordinating activities that advance VA's AI-enabled digital health pipeline. This senior-level role oversees meeting coordination, data analysis, and reporting across a portfolio of concurrent digital health initiatives, engages senior VA stakeholders, and helps ensure deliverables are accurate, timely, and aligned to program goals.

The Senior Program Analyst role requires a self-starter, proactive problem solver and action-oriented team player with proven experience leading analytical and programmatic support for complex federal programs. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.

This is a contingent hire position. Offers will be contingent upon client approval, ability to meet security requirements, and the ability to adhere to any on-site requirements (which may change at contract award).

Remote work is anticipated. However, occasional travel for client engagements may be required.

Primary Responsibilities
  • Lead and coordinate programmatic and analytical support across a portfolio of concurrent digital health initiatives.
  • Plan, facilitate, and lead meetings, including Communities of Practice and Executive Round Tables, and oversee agendas, minutes, and action-item tracking through completion.
  • Develop and quality-review briefing and informational decks and analytical products for program and executive leadership audiences.
  • Design and conduct needs assessments and market research, synthesizing findings into recommendations that shape Digital Health Pipeline strategy.
  • Track and analyze project schedules, milestones, resources, and performance metrics across the portfolio, surfacing risks and mitigation strategies to leadership.
  • Produce and oversee monthly status reports, project dashboards, and project completion reports documenting scope, resources expended, accomplishments, and impact/value.
  • Provide advanced data analytics support, translating data into actionable insights and recommendations for VA stakeholders.
  • Support project management activities such as resource planning, lifecycle cost projections, business cases, and return on investment analysis.
  • Mentor junior analysts and review their work to ensure quality, consistency, and compliance with client expectations.
  • Serve as a trusted point of contact for VA senior leaders, maintaining strong stakeholder relationships and coordinating cross-office engagement.
Minimum Qualifications
  • 8 years of experience in program analysis, project management, business analysis, or related programmatic support.
  • Bachelor's degree in a related field.
  • Demonstrated experience leading analytical and reporting efforts across multiple concurrent projects or a portfolio.
  • Advanced proficiency with Microsoft Word, Excel, and PowerPoint for developing reports, dashboards, and executive briefing materials.
  • Strong data analysis skills, with the ability to translate data into insights and recommendations.
  • Experience engaging and briefing senior stakeholders and leadership.
  • Experience supporting complex projects and transformation efforts within the federal government.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.
