Description
Serve as a real property technical advisor and the real property GIS professional, acting as the primary liaison between Real Property, Environmental Conservation, and Engineering offices for Space Launch Delta 45 Properties. This role leverages in-depth GIS expertise, Environmental Baseline Studies (EBS), and NEPA processes to ensure accurate real property accountability, compliant leasing actions, and seamless execution of complex real estate programs
  • Serving as the primary technical advisor and liaison bridging Real Property, Environmental Conservation, and Engineering offices. Facilitates coordination for realty acquisitions, out grants, and disposals, ensuring all engineering and environmental requirements are synchronized with real estate actions.
  • Utilizing advanced Geographic Information Systems (GIS) to plan, develop, and support complex real estate programs. Maps and determines properties to be acquired for specific projects. Provides spatial data and technical insights to senior management to support cost-effective and advantageous acquisition transactions.
  • Ensuring regulatory compliance for all real property actions by integrating the Environmental Impact Analysis Process (EIAP/NEPA) and conducting Environmental Baseline Surveys (EBS).
  • Reviewing and analyzing proposed out grants and property disposal actions-often involving complex environmental considerations-to prepare AF Form 813s and develop EBS Waivers/Transaction Screening Questionnaires.
  • Providing technical expertise in evaluating, reviewing, and interpreting EBSs and advises leadership on environmental risks associated with real property transactions. Demonstrates familiarity with Phase I Environmental Site Assessments in the private sector and/or Department of the Air Force Instruction (DAFI) 32-7067, Environmental Baseline Surveys in Real Property Transactions.
  • Evaluating spatial, environmental, and engineering constraints for complex out grant requests (easements, leases, permits) involving governments, federal agencies, and private landowners. Drafts technical documentation and maps to support negotiations, minor appraisals, and legal scrutiny of transactions.
  • Maintaining GIS spatial data related to out grant boundaries and maps to facilitate execution of agreements, compliance inspections and future planning activities IAW AFI 92-9003.
  • Supporting the management of the Accountable Property System of Record (APSR) and facility records IAW AFI 92-9005. Reconciles GIS spatial data with APSR records to ensure Financial Improvement and Audit Readiness (FIAR) and annual Existence and Completeness (E&C) compliance.
  • Assisting with physical cyclic inventories and linear asset reconciliation.
  • Researching data and records and evaluate their effectiveness as key supporting documentation for real property asset records and agreements.
  • Providing technical and spatial support for the disposal of excess buildings, facilities, or land IAW AFI 92-9004.
  • Generating maps and data packages for declarations of excess, accounting for complicating factors like limited markets, security problems, and public conveyances.

Requirements
  • 8+ years of relevant experience.
  • In-depth background in Geographic Information Systems (GIS) and comprehensive knowledge of Environmental Baseline Studies (EBS) and National Environmental Policy Act (NEPA) processes.
  • Knowledge of a wide range of complex real estate principles, concepts, and practices, alongside an understanding of environmental conservation and civil engineering procedures as they relate to real property.
  • Knowledge of property disposal policies, outgrant procedures, local market situations, agency/state/local government statutes, and real property documentation and records management.
  • Skill in gathering, evaluating, and interpreting spatial and tabular data to arrive at valid conclusions and offer meaningful, data-driven recommendations.
  • Ability to identify complex spatial or procedural problems, use sound judgment, generate and evaluate alternatives, and advise decision-makers.
  • Ability to develop and maintain effective relationships across diverse offices (Engineering, Environmental, Real Estate) and to communicate complex technical data effectively, both orally and in writing.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Work may occasionally require travel away from the normal duty station.
