Duties As a SUPERVISORY BUSINESS ACQUISITION SPECIALIST at the GS-0301-15 some of your typical work assignments may include: * Leads an agile Performance and Resourcing Division responsible for the strategic development, coordination, and monitoring of execution plans for major Information Technology (IT) programs and associated acquisition lifecycles. * Serves as a subject matter expert responsible for the governance, process measurement, reporting, and continual service improvement for the organization's IT business, financial, and acquisition-support processes. * Directs the management and oversight of the Planning, Programming, Budgeting, and Execution (PPBE) process, ensuring alignment of financial resources and acquisition requirements with strategic priorities and mission objectives. * Leads the development and administration of inter-agency and intra-agency support agreements (e.g., MOAs, MOUs, 7600A/B), ensuring compliance and effective resource management. * Establishes and monitors enterprise-wide performance metrics (KPIs) and dashboards to provide senior leadership with visibility into program performance, project status, and procurement execution progress. * Oversees the management and strategic implementation of key IT business tools and systems to support and automate IT service management, project management, and business processes. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: * Serving as an authoritative subject-matter expert (SME) in the governance of enterprise-wide IT planning, process optimization, and performance management for mission-critical IT portfolios. * Serving as the principal advisor to senior executive leadership on portfolio financial health, PPBE strategy, and acquisition and IT capital planning, providing expert-level oversight, risk mitigation, and strategic resource guidance. * Representing the agency in high-level, cross-agency coalitions and boards to negotiate, align, and execute multi-agency strategic plans impacting enterprise-level programs and associated acquisition strategies. * Overseeing the full lifecycle of the Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM) development, budget submissions, and tracking the financial execution of major acquisition programs. * Demonstrating comprehensive knowledge of the Defense Manpower Data Center (DMDC) IT portfolio, including enterprise data and key enterprise programs such as the Defense Enrollment Eligibility Reporting System (DEERS), Enterprise Human Resource Information System (EHRIS), Identity Credential Management (ICM), and Personnel Support capabilities within the Human Resource Management (HRM) business mission area. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
