Senior Financial Analyst

Position Summary

The Senior Financial Analyst will provide senior-level financial analysis, funds-control, reconciliation, reporting, and process-improvement support. The individual will analyze complex financial information, resolve difficult accounting and transaction issues, advise Government stakeholders, and help ensure the accuracy and integrity of DOI financial operations.

Key Responsibilities

  • Conduct complex financial analyses involving obligations, expenditures, reimbursable agreements, invoices, undelivered orders, collections, and financial-system balances.
  • Prepare and review FBMS and AIRS reports, undelivered-order reports, Goods Receipt and Service Entry Sheet reports, reconciliations, projections, and management-level analyses.
  • Identify financial anomalies, invoice imbalances, potential over-obligations, unused funding, and other risks requiring Government attention.
  • Research the root cause of financial or accounting discrepancies and coordinate resolution with Contracting Officers, finance personnel, vendors, and customers.
  • Evaluate financial coding, supporting documentation, and transaction records for accuracy, completeness, and compliance.
  • Provide senior-level analysis supporting de-obligations, funding decisions, financial planning, and corrective actions.
  • Develop dashboards, spreadsheets, summaries, and briefings that clearly communicate financial status and emerging issues.
  • Recommend improvements to financial processes, reporting methods, internal controls, and transaction workflows.
  • Establish quality-control procedures and review complex financial work products before Government submission.
  • Provide technical guidance to junior and mid-level analysts and assist stakeholders in interpreting financial data and requirements.
  • Manage multiple high-priority assignments and deliver accurate work products within established deadlines.

Minimum Qualifications

  • Bachelor’s degree; master’s degree preferred.
  • At least 10 years of relevant financial analysis, funds management, accounting, audit, invoicing, or federal financial operations experience.
  • Demonstrated experience conducting complex financial reconciliations and management-level analyses.
  • Strong knowledge of financial controls, transaction review, reporting, and problem resolution.
  • Advanced Microsoft Excel and financial-reporting capabilities.
  • Excellent analytical, leadership, communication, and stakeholder-management skills.
  • Ability to obtain the required DOI suitability determination and credential.
