Summary Come join the Issaquah Community Planning & Development team to deepen and expand your engineering expertise. This is a true generalist position touching all engineering aspects of private development review and construction, including acceptance of public assets constructed as part of private development. As a Senior Engineer, you will guide engineering decisions during private development and construction while building a rewarding career serving our community.

We are looking for an experienced Senior Engineer to manage complex reviews and technically challenging projects under minimal oversight. Bring your ideas for streamlining processes. Flood plain, storm and surface water management expertise are a plus.

DISTINGUISHING CHARACTERISTICS Positions assigned to Senior Engineer hold a professional engineer's license and are distinguished from Engineer by the high level of responsibility and technical skill required. SUPERVISION RECEIVED AND EXERCISED Provides direction to positions assigned to the Engineering Technician series, the Construction Inspector series, and Engineer. Senior Engineers may provide direct supervision to positions assigned to the Engineering Technician series, the Construction Inspector series, Engineers, and other positions.

Direct supervision is provided by an Engineering Manager, other Community Planning & Development Services Manager, or the Community Planning & Development Services Director. Essential Functions Conduct professional civil engineering design review, including engineering design reports, for complex and/or sensitive environmental, private construction permit applications; analyze project requirements, physical location, existing conditions and other pertinent data; review engineer's estimate of cost; assure that engineering design and construction follow development standards adopted by Issaquah (Issaquah Municipal Code, Public Works Standards, other adopted standards policies) and other applicable local, State, and federal regulations and policies. Manage public asset acceptance of large and/or complex privately constructed improvement projects related to development for water, sewer, stormwater, and transportation; approve, track and release performance and warranty financial guarantees (bonds); Plan, direct, and manage multiple diverse and complex engineering projects, programs, or systems. Conduct field inspections of work-in-progress; coordinate with Construction Inspectors to ensure adequate monitoring and documentation of private development construction.

Provide engineering support during construction and project closeout for private development. Identify and evaluate impacts related to the engineering review scope from proposed private development projects under SEPA and consider mitigation to reduce potential adverse impacts. Review preliminary engineering designs during land use permitting, working closely with the lead planner to provide engineering recommendations for approval, conditions to allow approval, or denial of the land use entitlement based on engineering review and relevant adopted development standards and state regulations.

Manage consultant peer reviews and other consultant reviews necessary to confirm adequacy of proposed designs, including geotechnical critical areas, critical aquifer recharge areas, transportation, water and sewer system modeling. Review final plats, easements and other property rights, land use or legal documents to confirm consistency with related engineering elements. Administer major workplan items or programs for the Department, including managing and maintaining accurate records, creating and maintaining guidance for engineering permit applications and engineering review, creating and revising standard operating procedures (SOPs), and ensuring required compliance.

Examples include the NPDES storm water workplan, Flood Hazard Permits, engineering review checklists and SOPs, and similar programs. Develop and implement systems to track performance measures related to project schedule or permitting timelines and costs. Recommend improvements to increase efficiency or otherwise improve performance.

Qualifications Education and Training Bachelor's degree in civil engineering. Five or more years of experience in civil engineering, including three years of project administration and management responsibilities. Professional Engineer's license required; if PE license is from another state, ability to obtain Washington PE license within 6 months of hire.

Valid WA State driver's license and a driving record that meets City standards. Or any combination of training and experience that would provide the desired knowledge, skills, and abilities. Principles, practices, and methods of civil engineering. Practices and techniques used in engineering design and drafting. Methods and techniques used in engineering plan review.

Engineering contract management, including the request for qualifications/proposals process. Principles, practices, methods, and materials used in the construction of infrastructure and private development projects. Current literature, trends, and developments in the area of specialty.

Public engagement methods and techniques; the public involvement process, including agenda bills, Council committee, and Council approval process. Issues related to urban land development, including land use code, code enforcement, pedestrian- and bike-friendly design, and other urban planning considerations. Principles and practices of construction inspection.

Maps, deeds, plats, and plans. Applicable laws, codes, regulations, policies, and procedures. Skill in: Applying and interpreting codes, contract specifications, permit conditions, and other applicable rules, regulations, and standards.

Problem solving, including anticipating problems and creating innovative solutions. Negotiating with contractors, developers, and other stakeholders. Using computers and applicable software programs.

Computer aided drafting (CAD) technology, including AutoCAD or similar products. Geographic Information Systems, including ArcGIS. For some Senior Engineer positions, hydraulic and hydrologic modeling, including WWHM, DCRTS, MGS Flood, and HEC-RAS or similar.

Ability to: Direct and inspect the work of consultants, contractors, and staff on specialized engineering projects. Prepare and administer work programs, including monitoring budgets, work schedules, grant requirements, and progress reviews. Mentor, coach, train, and/or supervise professional, technical, and administrative staff.

Prepare accurate plans, specifications, cost estimates, and engineering reports. Analyze problems, identify solutions, and predict and minimize risks. Make presentations on complex and/or sensitive issues; communicate technical information to non-technical audiences.

Communicate effectively with elected officials, builders, contractors, City staff, and the general public. Prepare and maintain accurate records and files. Establish and maintain effective working relationships with employees, contractors, and the general public.
