Delivery Lead/Program Manager

Position Summary

MSIG USA is seeking a Delivery Lead/Program Manager to support its Global Insurance Program (GIP), a strategic multinational insurance initiative focused on launching a working platform for Directors & Officers (D&O) and Ocean Cargo by April 1, 2027, while establishing a scalable foundation for future products, countries, and producing offices.

This role serves as the day-to-day delivery leader, coordinating execution across MSIG business and technology teams, partners within a single governed program structure. The GIP Delivery Lead/Program Manager will ensure that strategy, operating model design, technology delivery, stakeholder engagement, decisions, risks, dependencies, and readiness activities remain aligned to the program's target outcomes.

The ideal candidate is a senior delivery professional experienced in leading complex, cross-functional technology or business transformation programs in insurance or another regulated industry. This person must be comfortable working across business, technology, vendor, and executive stakeholder groups while driving clarity, accountability, disciplined execution, and transparent communication.

Program Context

The Global Insurance Program operates through an integrated three-party model: The program includes parallel workstreams spanning strategy, current-state assessment and capability mapping, process design and requirements, technology requirements, target operating model, platform architecture and build, governance, management, and operational readiness. Stakeholders represent strategy and market access, regulatory and compliance, product, underwriting, operations, billing, money movement and reinsurance, claims, service model and experience, and technology and architecture.

Key ResponsibilitiesEnd-to-End Program Delivery Leadership
  • Own and manage the integrated delivery plan across GIP workstreams, milestones, dependencies, risks, decisions, and deliverables.
  • Drive execution discipline across discovery, requirements, operating model, architecture, build, testing, readiness, and go-live activities to maintain alignment with the April 1, 2027, target.
  • Translate program strategy and intent into executable plans, clear outcomes, measurable milestones, and acceptance criteria.
  • Maintain the integrated critical path and proactively identify blockers, sequencing issues, decision gaps, and cross-party dependencies.
Governance, Cadence, and Operating Rhythm
  • Establish and maintain the program operating rhythm, including Steering Committee preparation, Tri-Party Leadership Alignment, Core Team Connect, Technical Alignment sessions, and workstream working sessions.
  • Prepare executive-ready status updates, RAID logs, decision logs, maps, milestone reporting, agendas, and pre-reads.
  • Ensure governance forums produce clear decisions, documented outcomes, owners, and follow-up actions.
  • Escalate risks and issues promptly, giving leaders clear options, tradeoffs, recommendations, and decisions needed.
  • Coordinate SME sessions, workstream meetings, kickoff activities, and related working sessions.
Cross-Functional Stakeholder Coordination
  • Partner with MSIG business domain champions and SMEs across strategy, compliance, product, underwriting, operations, billing, money movement, reinsurance, claims, service model, and technology and architecture.
  • Coordinate business and technology input so requirements, operating model decisions, technology design, and delivery plans remain aligned.
  • Facilitate decisions when priorities compete, questions remain open or impacts cross functional domains.
  • Ensure MSIG's role as outcome owner and decision authority is reflected throughout delivery.
Vendor and Partner Delivery Management
  • Coordinate day-to-day delivery alignment across various teams.
  • Track partner deliverables, due dates, dependencies, quality expectations, and open issues.
  • Hold external partners accountable for commitments, timelines, session outputs, and governance expectations.
  • Identify and manage handoff risks across business requirements, technology requirements, architecture decisions, and build execution.
Requirements, Traceability, and Delivery Controls
  • Ensure business, functional, technology, data, AI, security, architecture, and operational requirements are documented, prioritized, and traceable.
  • Partners with workstream lead to confirming requirements are sufficiently clear for design, build, testing, UAT, and release readiness.
  • Maintain traceability from strategic objectives through workstream outcomes, requirements, build tracks, testing, UAT, go-live readiness, and benefits realization.
  • Support disciplined use of Azure DevOps or equivalent delivery tooling to manage work items, risks, decisions, dependencies, and delivery metrics.
  • Ensure delivery work is visible, tracked, and governed through the agreed system of execution.
Risk, Issue, Dependency, and Decision Management
  • Own and maintain integrated RAID management across all GIP workstreams.
  • Identify delivery risks early, including SME availability, decision latency, data readiness, technology dependencies, vendor handoffs, regulatory and compliance constraints, architecture approvals, environment readiness, and UAT capacity.
  • Distinguish risks, issues, assumptions, and decisions, with named owners, target dates, and mitigation or resolution plans.
  • Escalate with precision, clearly stating impact, options, recommendation, and decision needed.
  • Maintain decision logs so key business, operating model, architecture, and delivery decisions are captured for auditability and future reference.
Testing, Readiness, and Go-Live Preparation
  • Coordinate planning across SIT, UAT, performance testing, security validation, release readiness, defect management, business validation, go/no-go criteria, deployment, hypercare, and operational support.
  • Define roles for MSIG business testers, technology teams, vendor teams, and operational support groups.
  • Track readiness across the platform, processes, operating model, support model, training, communications, governance, and production support.
  • Support post-go-live hypercare planning, including runbooks, monitoring, AI governance, support ownership, issue escalation, and transition to run and operate.
Communication and Executive Reporting
  • Provide clear, concise, and transparent reporting to program leadership and executive stakeholders.
  • Use consistent status language, including on track, at risk, blocked, decision needed, and completed.
  • Summarize accomplishments, upcoming milestones, key decisions, critical risks, dependencies, and required leadership actions.
  • Ensure stakeholders understand what has been decided, what is proposed, what remains open, and what actions are needed next.
Required Qualifications
  • 8+ years of experience in program delivery, technology delivery, transformation delivery, program management, delivery management, or a similar role.
  • Proven experience leading complex, cross-functional initiatives involving business, technology, operations, compliance, architecture, and external vendors.
  • Strong experience managing integrated plans, milestones, dependencies, risks, issues, decision logs, and executive status reporting.
  • Demonstrated ability to manage multiple parallel workstreams across internal teams and third-party partners.
  • Experience with delivery tools such as Azure DevOps, Jira, Smartsheet, Microsoft Project, Planview, or similar platforms.
  • Strong facilitation skills and the ability to lead working sessions, drive decisions, resolve ambiguity, and maintain momentum.
  • Strong executive communication skills and the ability to synthesize complex topics into clear, decision-ready updates.
  • Experience in regulated environments with strong documentation, governance, auditability, and control expectations.
  • Ability to influence without direct authority across senior stakeholders, SMEs, technology teams, vendors, and business partners.
  • Strong understanding of Agile, hybrid, and program governance delivery models.
Preferred Qualifications
  • Property & Casualty insurance experience, ideally across underwriting, policy administration, billing, claims, reinsurance, regulatory and compliance, or multinational insurance programs.
  • Experience with multinational insurance, global programs, producing office and issuing office models, cross-border operating models, broker or client portals, or international service models.
  • Experience delivering technology platforms involving workflow orchestration, data architecture, integrations, AI-enabled capabilities, portals, document intelligence, or compliance engines.
  • Experience managing consulting or systems integration partners such as Accenture, NTT Data, or comparable firms.
  • Experience supporting operating model design, target-state process design, requirements traceability, UAT planning, go-live readiness, and hypercare.
  • Familiarity with Azure DevOps delivery practices, Agile ceremonies, release planning, DevSecOps controls, and delivery metrics.
  • PMP, PgMP, CSM, PSM, SAFe, or an equivalent delivery or Agile certification.
