Job description

PdM TENCAP falls under Program Executive Office – Intelligence Electronic Warfare and Sensors (PEO IEW&S) and chartered with the responsibility of executing the Army’s TENCAP program. Army TENCAP's mission is to enable the Army to rapidly exploit and influence National capabilities and architectures. Army TENCAP conducts advanced development and rapid prototyping to enhance, inform, and modernize Army capabilities.

Providing advisory and assistance services related to the PdM TENCAP mission. Systems Engineering and Technical Assistance (SETA) will consist of tasks to manage critical missions, provide alternative solutions to complex issues, ensure more efficient and effective operations and advise and assist with developments to enhance the Army’s Product Manager (PdM) TENCAP mission execution and results. Army TENCAP systems reside on Non-secure Internet Protocol Router network (NIPRnet), National Security Agency network (NSAnet), Secure Internet Protocol Router network (SIPRnet), Joint Worldwide Intelligence Communications Systems (JWICS) networks and Closed Restricted Networks (CRNs).

Primary Duties: Have the experience required to proficiently provide the support specified below:

  • CS Support: Provide CS guidance and documentation throughout the system development life-cycle to include providing CS guidance at meetings, briefings and design reviews and during system development IAW currently applicable CS regulations and policies.
  • Assessment and Authorization: Lead TENCAP projects through all phases of the security authorization process IAW ICD 503, NIST SP 800-53 r5, DoDI 8510.01 and supplementary guidance provided by the cognizant Authorizing Officials.
  • Hardware and Software Assessment: Review the design of hardware, operating systems, and software applications proposed for TENCAP programs and provide comments as to whether the design adequately addresses CS security requirements and provides confidentiality, integrity, availability, authentication, and non-repudiation; and properly mitigates identified threats/vulnerabilities.
  • CS Compliance: Ensure TENCAP systems remain compliant with CS policies, and keep pace with changing policies and mandates.

Qualifications:

Clearance Requirement:

Must have an active Top Secret (TS)/Sensitive Compartmentalized Information (SCI) security clearance.

Experience:

  • Minimum of 15 years of progressively complex experience of progressively complex cybersecurity experience in the design, development, integration, test, certification, and accreditation of security solutions for DoD or IC intelligence systems.
  • Experience shall include a minimum of eight (8) years of Cybersecurity experience supporting DoD acquisition programs/projects.
  • Experience shall include a minimum of two (2) years’ experience in applying the Risk Management Framework (ICD 503) for the accreditation of DoD or IC Information Technology Systems.

Education/Certifications:

  • Master’s Degree
  • Comply with DOD and Army training requirements in DoDD 8140.01, Cyberspace Workforce Management, DFARS 252.239.7001, Information Assurance Contractor Training and Certification, and AR 25-2, Information Assurance. The baseline certification as stipulated in DoDD 8140.01 must be completed upon contract award. Contractor employees performing IT sensitive duties are subject to investigative and assignment requirements IAW AR 25-2, AR 380-67, Personnel Security Program, and related regulations.
