Description Primary Reason Why Classification Exists To perform manual labor and skilled equipment operating work in the repair and maintenance of streets, sidewalks, stormwater pipes, or other city structures, facilities, grounds, and utility lines. Distinguishing Features of the Class An employee in this class performs routine manual labor work and skilled equipment operations work as part of maintaining and repairing safe and attractive structures, facilities, streets, and grounds for use by city residents. Work is distinguished from the Equipment Operator I level by the type and complexity of work assignments, the knowledge of or license to operate certain equipment, and degree of supervision required.

This classification is non-supervisory and work is performed under the direction of a senior equipment operator or maintenance supervisor. Work is evaluated by a field operations supervisor and evaluated by visual inspection of work, meetings, compliance with safety procedures, and overall quantity and quality of work. Illustrative Examples of Work Operates asphalt roller, gasoline powered tamp, street sweeper, air compressor, and other street maintenance equipment such as winch and safety harness, pickup truck and trailer, tractors, mowers, snow-plow, front-end loaders, forklift, backhoe, dump trucks, and/or other motorized equipment Lays pipe; erects street signs; cleans ditches; mows rights-of-way; operates forklift at warehouse; hauls dirt and materials to job sites using dump truck; mixes small batches of concrete required for jobs Performs masonry and asphalt work in connection with tasks; pours and finishes concrete and asphalt to patch streets; makes utility cuts; edges sidewalks; flags traffic Clears rights-of-way of limbs and debris Operates sewer jet truck and rodding machine to clear stoppages Performs general cleanup of facilities such as emptying garbage, picking up litter, and discarding yard waste; cleans and lubricates truck reels, nozzles, hoses, blades, and other preventive parts; informs supervisor of equipment repair needs Applies pesticides and herbicides under license of certified employee Responds to calls by city residents regarding streets, sidewalk and stormwater problems Performs other equipment operation and general labor duties as assigned Knowledge, Skills, and Abilities Thorough knowledge of the principles and practices of operating mowers and medium construction equipment Thorough knowledge of the traffic laws and regulations governing equipment operation Thorough knowledge of the occupational hazards involved and the safety precautions necessary to the proper operation of varied construction and maintenance equipment Skill in the use of equipment to which assigned Ability to understand and follow oral and written directions Ability to make minor repairs and adjustments to equipment Ability to establish and maintain working relationships with coworkers and supervisors Ability to respond back to work for emergencies or in support of other personnel as required Requirements Physical Requirements This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects.

Work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions. Also requires vocal communication to express or exchange, hearing to perceive information at normal spoken word levels, and visual acuity for depth perception, peripheral vision, preparing and analyzing written or computer data, visual inspection to operate motor vehicles or other equipment, determine the accuracy and thoroughness of work, and observe general surroundings and activities Education and Experience Completion of high school or GED equivalency and 1 - 2 years experience in the operation of equipment used in street maintenance work Special Requirement Valid North Carolina commercial driver's license (CDL-B) Certified in First aid & CPR
