Senior Business Systems Analyst
Employment Type: Onsite
Annexa is currently working with D.C. Government's Office of Unified Communications and are seeking a Sr. Business Systems Analyst that will support in modernization, Public-Saftey technologies, and mission critical systems. This position will lead enterprise requirements, process redesign, and IT initiatives for DC's 911/311 operations.
Responsibilities:
  • Formulate and define systems scope and objectives based on user needs and a comprehensive understanding of business systems.
  • Devise or modify procedures to solve complex problems considering system limitations, operating time, and desired results.
  • Provide consultation on complex projects and contributes as a senior-level specialist across phases of systems analysis.
  • Lead requirement development sessions to gather detailed business and functional requirements.
  • Analyze existing workflows, processes, and system configuration to identify improvement opportunities and modernization needs.
  • Develop business process models, use cases, workflow diagrams, and documentation to support system design and decision making.
  • Translate business and operational requirements into clear, actionable technical specifications for OUC-IT teams.
  • Evaluate system capabilities, performance data, and user feedback to recommend system enhancements or process modifications.
  • Support testing activities including test plan development, test case creation, user acceptance testing, and issue tracking.
  • Coordinate with cross-functional stakeholders to ensure alignment between operational needs, technical solutions, and project goals.
  • Assist in the development of standardized tools, templates, documentation framework, and reporting dashboards.
  • Support change management activities including training documentation, stakeholder communication, and workflow transition support.
  • Conduct impact assessments to determine effects of system changes on users, processes, and integrated systems.
  • Support data validation, data mapping, and data quality reviews to ensure accuracy and consistency across platforms.
  • Prepare reports, presentations, and recommendations for leadership based on analysis, findings, and project outcomes.

  • 11+ years of experience with Software Development Lifecycle.
  • 11-15 years of experience with Business systems analysis or IT project support.
