Job Description:

Parsons is seeking a passionate, skilled, and experienced Business Operations Manager to join a major program and construction management team supporting the successful delivery of infrastructure improvements for U.S. Space Command Headquarters at Redstone Arsenal in Huntsville, Alabama.

In this anticipated role, Parsons will provide Owner's Agent Construction Management Services, including program management, construction management, risk management, scheduling, cost estimating, progress reporting, construction quality assurance, safety, and other supporting services required to achieve program success.

The Business Operations Manager will serve as a key member of the program leadership team, responsible for financial oversight, contract compliance, and business operations across a large, complex federal program. This role will ensure sound business practices, accurate financial management, effective resource planning, and proactive engagement with internal and external stakeholders to support program performance and profitability.

What You'll Be Doing:

  • Lead financial and business management activities, including budgeting, forecasting, cost control, and financial reporting.
  • Partner with the Program Manager and functional leads to develop and maintain the program baseline, monitor performance, and identify financial risks and opportunities.
  • Manage Estimates at Completion, variance analysis, and monthly program reviews; provide actionable insights to program leadership.
  • Ensure compliance with Parsons policies and applicable federal acquisition, cost accounting, and contract requirements, including FAR, DFARS, and CAS, as applicable.
  • Oversee subcontract financial management, including funding, burn-rate tracking, invoice review, and approvals.
  • Support workforce planning, labor utilization, and alignment of staffing levels with budget and contract requirements.
  • Coordinate with Contracts, Finance, Procurement, Project Controls, and other functional organizations to ensure alignment of scope, funding, schedule, and deliverables.
  • Develop, implement, and maintain business processes, procedures, and tools that promote efficiency, transparency, accountability, and accuracy.
  • Support customer reporting requirements, contract modifications, funding actions, and other program administration activities.
  • Provide financial input to program strategy, change requests, risk mitigation plans, and long-range planning.
  • Monitor program financial health and recommend corrective actions when performance trends indicate potential cost, schedule, or funding issues.
  • Support program leadership in maintaining compliance with contractual, company, and government requirements.
  • Prepare presentations, briefings, dashboards, and other management reports for internal leadership and government stakeholders.
  • Promote collaboration and effective communication across program functions to support successful execution of the USSPACECOM Headquarters infrastructure program.

Required Qualifications

  • Bachelor's degree in Business Administration, Finance, Accounting, or a related field; a master's degree is preferred.
  • At least 10 years of progressive experience in program finance, business operations, project controls, or contract management supporting large federal programs.
  • Must be a U.S. Citizen and able to pass required federal background checks and suitability requirements.
  • Demonstrated experience managing complex government contracts and infrastructure or construction programs.
  • Strong understanding of federal acquisition, cost accounting, budgeting, forecasting, and contract management principles.
  • Proven experience leading financial health assessments, Estimates at Completion, variance analysis, and forecasting activities.
  • Experience with workforce planning, labor utilization, subcontract administration, and program cost control.
  • Excellent analytical, written, verbal, and stakeholder management skills.
  • Proficiency with financial and project controls systems and tools, such as Costpoint, Cobra, ProPricer, or similar applications.
  • Ability to work effectively with program leadership, government customers, subcontractors, and corporate functional organizations.
  • Strong organizational skills and the ability to manage multiple priorities in a complex, deadline-driven environment.

Desired Qualifications

  • Experience supporting large-scale Department of Defense or other federal infrastructure programs.
  • Experience leading financial management activities during the transition from proposal or contract award through mobilization and program execution.
  • Experience supporting major construction management, design-build, or Owner's Agent programs.
  • Familiarity with USACE, Air Force, Space Force, or other federal construction and facilities programs.
  • PMP, CPA, or similar professional certification.
  • Experience working in a matrixed program environment with multiple functional disciplines and stakeholders.
