Job description

Job Title: IT Security Program Manager
Location: Remote till march 2022 then ST Louis, MO/Charlotte, NC / Sacramento, CA
Duration: 6 Months Contract then Permanent Hire
Work Authorization: CTZN/ EAD/ GC

Position Purpose:
  • IT Security Program Manager.
  • Define and implement both project management practice and discipline at the corporate level. Oversee large-size enterprise programs and complex strategic projects with responsibility for planning, organizing, staffing, leading, and controlling program activities.

Experience:
  • Must be a self-starter, work independently and be able to work well under pressure in a fast-paced environment. Highly organized. Adept at using documentation tools including PowerPoint, Word, Excel, Visio, and industry-standard project management tools. Strong emotional intelligence and critical thinking skills. Excellent verbal and written communication skills. Demonstrates indirect influence. Ability to adjust quickly to change - adaptability. Ability to effectively follow and lead. Implement strategic direction into tactical actions. Demonstrate an appropriate sense of urgency in the execution of work. Willingness to grow in Centene's culture.
  • Bachelor's degree in Computer Science, Information Services, Business or related field or equivalent experience. 7+ years of business and/or technology-related project management experience, preferably in the healthcare industry. Extensive professional experience utilizing project management tools, methodologies, and software. Knowledge of various system development lifecycle methodologies including Waterfall and Agile.

Job Responsibilities:
  • Manage multiple large, complex, and enterprise-wide technical and business-oriented projects and programs for the Information Technology organization.
  • Establish client relationships partner with cross-functional matrixed resources (both internal and external) to deliver the program
  • Provide standardized program reporting on a consistent cadence for leadership action or information
  • Integrate requirement definition, plan projects, and direct resources ensuring corporate, IT, and enterprise project portfolio objectives are met
  • Lead the evaluations of business and technical requirements and systems designs and work with management to establish the program framework
  • Plan, forecast, and manage program portfolio of projects including high-level business case analysis, project staffing, and allocation of resources, scope management, timeline recommendations, and benefits realization
  • Manage program projects, and/or specialized project deliverables and objectives and continually review workflows and processes and recommend process improvements
  • Provide insight and recommendations during project execution to remediate issues and align project according to original estimates
  • Develop cost/benefit analyses, project budgetary information including ROI, and capital appropriation information
  • Integrate project plans from multiple sources to create a cohesive plan or program with identifiable critical path, task dependencies, project inter-relationships, and major milestones
  • Lead and review post-implementation of projects within the program as well as those of other team members to close projects and address post-project and program issues, concerns, and improvement areas
  • Perform and lead assessments of vendor bids, statements of work, and estimates of labor
  • Mentor teams on best practices, process improvement, and both program and project management skills
  • Manage program level risks and issues, effectively working to mitigate and communicate them to leadership
  • Prepare for and facilitate Steering Committee meetings
  • Manage Program Level budgets

License/Certification: PMP highly desired. CISM, CISSP, and/or security+ are highly preferred. Agile and PROSCI certification preferred.
Additional details: No direct reports. Little to no travel when travel would resume. WFH long-term details TBD as the company determines permanent policy. Currently WFH end of the year. Temp to perm conversion. Location preferred in STL (rest of team is based here). The location must be in STL, Charlotte, or Sacramento.
