T-7A Program Manager
Position Description:
Network Runners is seeking a Program Manager to support the 47th Civil Engineer Squadron and 47th Contracting Squadron at Laughlin Air Force Base, Texas. The Program Manager will coordinate and oversee the planning, programming, grant development, design, construction, execution, budgeting, and closeout of non-dFSRM projects supporting the T-7A mission and other installation priorities.
Duties and Responsibilities:
  • Coordinate project requirements with end users, the 47th Contracting Squadron, the 47th Civil Engineer Squadron, community partners, and other project stakeholders.
  • Manage projects through the full lifecycle, including planning, programming, grant writing, design, construction, renovation, execution, budgeting, and closeout.
  • Develop project planning packages by meeting with stakeholders, defining requirements, submitting work tasks or work orders in NexGen, researching applicable regulations, and identifying required approval authorities.
  • Prepare and finalize project programming documents, including DD Form 1391s, planning and funded AF Form 9s, Statements of Work, AF Form 813s, memorandums, project drawings, and Class 1, 3, or 5 Independent Government Estimates.
  • Use AutoCAD and/or Photoshop to develop drawings and visual materials that clearly communicate project requirements.
  • Perform technical evaluations, support source-selection activities in a non-decision-making advisory capacity, host site visits, process AF Form 3000 actions, and coordinate responses to Requests for Information.
  • Research, develop, and manage grant applications and external funding opportunities, including coordination with community partners and post-award compliance support.
  • Coordinate and participate in contract kickoff meetings, pre-construction conferences, design reviews, stakeholder meetings, value-engineering activities, milestone inspections, and utility disconnection or reconnection actions.
  • Conduct daily site visits during active construction to monitor quality and project execution, and immediately communicate significant contract concerns or issues to the appropriate Government personnel.
  • Prepare weekly and monthly project reports, modification Statements of Work, review requests, Operations and Maintenance manual transmittals, and other required project documentation.
  • Complete project closeout actions, including as-built file coordination with GeoBase, closeout-folder verification, warranty-call support, and post-occupancy inspections.
  • Prepare and submit a Weekly Activity Report covering project schedules, milestones, deliverables, awarded contract information, delays, modifications, and current progress.
Minimum Education / Experience / Requirements:
  • Bachelor's degree in engineering, engineering management, project management, construction management, or architecture.
  • Minimum of eight (8) years of experience in design, management, or construction on federal projects, including relevant experience within the last five (5) years.
  • Knowledge of Air Force Civil Engineer instructions, applicable Unified Facilities Criteria, U.S. Air Force Civil Engineer Playbooks, and Whole Building Design Guide requirements.
  • Experience developing project planning and programming documents, cost estimates, acquisition packages, design reviews, construction oversight, and project closeout documentation.
  • Proficiency with Microsoft Office applications and the ability to learn or use NexGen, AutoCAD, Photoshop or equivalent applications, and E4Clicks/RSMeans-based estimating tools.
  • Ability to read, write, understand, and speak English fluently.
  • Ability to obtain and maintain a favorable Tier 1 suitability/fitness determination, Common Access Card, and Laughlin AFB access.
  • Ability to sign and comply with a Non-Disclosure Agreement and complete required OPSEC, Antiterrorism Level I, and security awareness training.
Desired Qualifications:
  • Professional Engineer or Architect licensure.
  • Project Management Professional (PMP) certification.
  • Certified Associate in Project Management (CAPM) certification.
  • AutoCAD Certified Associate credential or higher.
  • E4Clicks introductory-course certificate from AACE International or higher.

Normal hours are 7:30 a.m. to 4:30 p.m. Central Time, Monday through Friday, excluding federal holidays. Work outside normal hours may be required when coordinated and approved for project or emergency needs.
