Job description

Birdi Systems, Inc. is seeking an experienced Program Manager to provide commercial and technical leadership for a $40M FDA contract supporting security systems maintenance and move, add, and change (MAC) projects across 120 sites nationwide. This role oversees delivery across 13 security technologies, including access control, CCTV, and related electronic security systems.

The Program Manager serves as the primary client interface and is responsible for overall contract performance, service quality, and customer satisfaction. This individual will lead large, cross-functional teams in a distributed operating environment, ensuring consistent execution, compliance, and operational excellence across all sites.

The ideal candidate brings proven experience managing complex federal programs, influencing client decisions, and building strong relationships with stakeholders, partners, and internal teams, along with a solid foundation in cost, schedule, and technical program management.

Key Responsibilities:

  • Serve as the primary interface between Birdi Systems and client stakeholders, ensuring strong communication, responsiveness, and customer satisfaction
  • Provide commercial and technical leadership across all program activities, ensuring successful delivery of contract requirements
  • Ensure full compliance with contractual obligations, federal regulations, and applicable standards
  • Lead and manage program teams supporting:
    • Physical security systems (access control, CCTV, video management, situational awareness)
    • Nationwide maintenance, sustainment, and service operations
    • System modernization, upgrades, and continuous operational readiness
  • Oversee delivery across multiple sites and technologies, ensuring consistency in execution and service quality
  • Develop and manage program plans, budgets, staffing strategies, schedules, and performance metrics
  • Track, forecast, and manage program financials, including cost controls and profitability
  • Identify, assess, and mitigate risks while maintaining operational continuity
  • Lead program reviews, executive briefings, and performance reporting for senior stakeholders
  • Support audits, inspections, and compliance reviews
  • Coordinate cross-functional teams across engineering, operations, logistics, and support functions

Required Qualifications:

  • Bachelor’s degree in Engineering, Construction Management, IT, or a related field required; MBA preferred
  • PMP (Project Management Professional) certification required
  • Minimum of 10+ years of program or project management experience, preferably supporting federal contracts
  • Demonstrated experience managing large, complex, multi-site programs
  • Strong commercial and technical leadership capabilities
  • Proven ability to influence client decisions and build trusted relationships
  • Experience managing budgets, schedules, and cost controls at scale
  • Excellent communication, leadership, and stakeholder management skills
  • U.S. Citizenship required

Preferred Qualifications:

  • Experience supporting FDA or similar federal agencies
  • Background in electronic security systems, low-voltage infrastructure, or critical facility environments
  • Experience managing distributed service delivery across nationwide locations
