The company is a global pioneer of AESA tactical radars for active military protection, counter-drone applications, critical infrastructure protection, and border surveillance.
Job Summary
RADA DRS located in Germantown, MD, is seeking a full-time on-site Security Manager. The Security Manager will oversee, monitor, and report on all security aspects of the DRS Security Program, DRS Proxy requirements, DRS Security policies and procedures and physical security programs and activities at a DRS cleared facility. Implement, manage, and ensure compliance with DRS security policies, procedures and directives. Serve as primary advisor to the Site VP/GM, executive management, and senior leadership on all site-specific physical and Proxy security compliance matters.
Job Responsibilities
  • Responsible for the day-to-day Security activities of implementing, overseeing, monitoring, auditing and reporting on all Security aspects of the facility to ensure 100% compliance within the scope of the National Industry Security Program (NISP) in order to maintain a security program that is continually compliant with the NISPOM and all DCSA mandates, and would meet a Commendable level of compliance at all times if DCSA arrived onsite for a Security Review
  • Must have a working knowledge of the National Industrial Security Program Operations Manual (NISPOM), and any other polices and directives as necessary by site, to possibly include: Intelligence Community Directives (ICDs); ICD 704, ICD 705, and Department of Defense (DoD) 5205.07 Special Access Program (SAP) Manuals 1-4
  • At certain facilities, may operate and maintain a collateral facility with non-DoD component areas and ensure compliance with government component and company security policies, procedures and directives
  • Implement the DRS Proxy Agreement and classified protection compliance standards as set forth by DRS Security under the NISP and tailor site-specific policies as necessary
  • Serve as the site manager on physical and Proxy Agreement security requirements, with working knowledge of Foreign Ownership, Control and Influence (FOCI) policy and security structure
  • Serve as primary advisor and Security subject matter expert to the Site LOB leader on all physical and industrial security matters and liaison to the local Defense Counterintelligence & Security Agency (DCSA) Industrial Security Representative on all matters pertaining to the safeguarding and handling of classified and controlled unclassified information (CUI) and for Proxy Agreement compliance and reporting
  • Maintain and assist in the development of compliance standard procedures supporting customer and government agency requirements to include: Standard Operating Procedures (SOPs), Standard Practices and Procedures (SPPs), Operational Security (OPSEC), Emergency Action Plans (EAPs) and Risk Analysis Investigations specific to the facility

Job Responsibilities Part II
  • Assist with maintaining facility security and personnel security documentation and files in accordance with the NISPOM, DCSA requirements and other government or customer policies and procedures.
  • Ensure compliance and maintain records for security awareness training including, as required: Annual Security Briefings, Counterintelligence, Espionage, Insider Threat, Courier, NATO, debriefings, indoctrinations, pre/post-foreign travel briefings, and all other mandated briefings
  • Safeguard and assure accountability of all classified materials and areas in accordance with NISPOM requirements
  • Conduct periodic self-inspections on local processes and practices to ensure Proxy Agreement and component program security compliance; accurately reports security posture to site, group and corporate leadership
  • Oversee badging of employees, visitors, consultants and government representatives to ensure compliance with DRS policy
  • Assist the ISSM with RMF information system accreditation, audits, and certifications as required.
  • Ensure proper training and routine oversight of site reception duties, to include badge handling and processing, visitor control and physical security management
  • Manage visit requests including DoD Common Access Card (CAC) and Cleared personnel visit requests utilizing JPAS.
  • Process and manage personnel security clearances using JPAS/DISS and assist new applicants with the e-QIP process. Conduct annual clearance justifications and advise leadership when an employee does not meet clearance requirements
  • Obtain access to and keep information current on required government websites to include: DISS, NISS, SWFT, eMASS
  • Manage the Operational Security (OPSEC) requirements for all government sensitive programs and ensure personnel cleared on those programs receive initial and refresher training

Secondary Responsibilities
  • Knowledge of current CUI (ITAR/EAR) regulations and protections is required
  • Perform independently, or with a group, on-site, group- or enterprise-level security projects designed to enhance the security posture of DRS
  • Support, communicate, reinforce and defend the mission, values and culture of the organization
  • All other duties as assigned

Qualifications
  • Must be a United States Citizen and have a current active Security Clearance. At some sites a Top-Secret Clearance with approval for SCI is required.
  • 5 years of FSO related experience with a Bachelor's Degree; An additional 3 years of applicable work experience may be substituted for the Bachelor's requirement
  • Must already hold or be able to obtain the ISP certification from NCMS within two years of accepting the position
  • Working knowledge of National Industrial Security Program Operations Manual (NISPOM)
  • Able to develop and execute security policy, plans, and procedures
  • Must be able to effectively communicate with peers, customers, and site executives
  • Familiarity with FOCI mitigation processes and procedures, with emphasis on Proxy Agreement management preferred
  • Completion of the CDSE Facility Security Officer for Possessing Facilities course
  • Substantial communication skills to advise customers of company industrial security policies and procedures.

U.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.
The salary range for this position is $101,098.00-$144,569.70. This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate's qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
