Job Overview:
The Security Operations Center Manager is responsible for the strategic leadership and technical oversight of the facility’s security systems and monitoring ecosystem. The role focuses on managing a high-performance team and maintaining asset-protection systems to ensure the integrity and safety of racing and facility operations. This position acts as the primary shift lead for technical troubleshooting, systems optimization, and people management in the Security Operations Center (SOC). The role prioritizes the high-level operation of digital monitoring technology, focusing on systems integration, technical detection of irregularities, identification of suspicious or threatening behaviors, and the maintenance of a complex multi-channel data environment.
This position requires strong leadership, sound judgment, technical fluency, discretion, and the ability to operate under pressure in support of NYRA’s broader safety, security, regulatory compliance, and operational readiness objectives.
Essential Functions:
• Team Leadership & Talent Development: Mentors and directs a specialized team of specialists during the assigned shift.
• Standards Enforcement: Mandates professionalized analytical observation and technical proficiency across all Video Management Systems (VMS).
• Technical Systems Management: Acts as the functional owner of all digital and analog monitoring hardware and software utilized in the SOC.
• System Integration: Directs the maintenance and integration of technology systems (VMS, access controls, and alarms) to maximize technical resources.
• Operational Excellence: Manages control center workflows and supervises the incorporation of data-driven reporting tools.
• System Uptime: Ensures uninterrupted technical uptime of the entire monitoring suite.
• Complex Investigations: Leads high-level investigative projects using digital forensics and data analysis.
• Pattern Detection: Investigates incidents ranging from simple reporting to identifying systemic patterns of suspicious behavior, irregularity, or fraud.
• Cross-Functional Collaboration: Partners with operations, security, racing officials, and IT to align monitoring capabilities with broader business objectives and regulatory technical standards.
• Quality Assurance: Audits operational logs, physical security practices, money handling, and wagering to ensure the highest technical and legal standards.
• Emergency Operations: Supports the organization’s Incident Management System (IMS) and Emergency Action Plan (EAP) during critical events.
• Crisis Communication: Conveys timely and accurate information gathered through the VMS as reported by the VMS team while multitasking under stress.
Qualifications:
• Experience: Five years or more with supervisory experience in asset protection, security operations, or law enforcement, preferably in gaming or racing environments.
• Leadership: Proven leadership, communication, and decision-making skills.
• Compliance: Experience operating under rules established by governing bodies or oversight agencies.
• Technical Software: Proficiency with Video Management Systems, access controls, alarms systems, and incident reporting software.
• Schedule: Must be able to work flexible hours, including nights, weekends, and race days.
Preferred Skills:
• Systems Administration: Experience supervising operations of Video Management Systems (VMS), Network Video Recorders (NVR), and integrated security platforms.
• Strategic Planning: Ability to manage and schedule personnel, create technical roadmaps, and direct resource allocation.
• Advanced Investigations: Proficiency in technical investigations through the VMS, including evidence recognition, and forensic video analysis.
• Data Literacy: Ability to summarize complex technical data into actionable executive reports.
• Project Management: Experience managing VMS during periods of technical installs or facility-wide hardware rollouts.
• Human Resources: Experience providing coaching, counseling and development to subordinates in a constructive and meaningful manner.
Skills Proficiency:
• Physical Security Professional (PSP) The ASIS International (American Society for Industrial Security) certification is the premier technical certification for roles such as SOM. It validates expertise in conducting threat recognition and integrating physical security systems, including cameras and access control.
• Certified Security Project Manager (CSPM) Unlike general project management, this ASIS certification focuses specifically on the unique technical demands of security system rollouts and implementation, as well as infrastructure upgrades for operational VMS.
• Certified Protection Professional (CPP) The ASIS certification is regarded as the "gold standard" for security management, it covers the broad integration of business principles with security technology including VMS.
• Genetec Systems Certification
Physical Requirements
• Visual Acuity & Precision: Excellent distant and near vision (corrected or uncorrected) to monitor multiple high-definition screens simultaneously.
• Auditor Acuity: Excellent hearing (corrected or uncorrected) to handle telephones and radios in multi-function fast paced environment.
• Focus Flexibility: Ability to adjust focus quickly between varying distances to identify fine details like wagering slips, card values, cash handling, door access, or facial features.
• Color & Depth Perception: Ability to distinguish between a wide range of colors and possess strong depth perception to accurately describe individuals, vehicles, and activities.
• Sustained Technical Stamina: Ability to remain seated or standing at a specialized workstation for an entire shift (typically 8–10 hours) while maintaining high-level cognitive focus.
• Environmental Adaptability: Comfort working in a confined, low-light "monitor room" environment for extended periods with occasional exposure to high-volume noise.
• Fine Motor Skills: Sufficient manual dexterity to operate precision technical equipment, including PTZ camera controllers and multi-channel radio systems.
