The Opportunity

Artemis has a public sector client looking for a Consultant for a 12 month engagement (with possibility to extend). This role is remote but there may be some travel to Washington DC required.

The scope of this effort will include, but is not limited to, program management, stakeholder engagement, monitoring, evaluation, and reporting, to support implementation of a Healthcare and Benefits Act.

Key Responsibilities

Enterprise & Portfolio Delivery Ownership

  • Own scope, schedule, dependencies, risk, and delivery outcomes across multiple workstreams
  • Establish and operate integrated delivery and portfolio management systems
  • Drive accountability for measurable results, not just milestones

Senior Stakeholder Engagement

  • Interface regularly with CORs, program executives, contracting officers, and senior federal leadership
  • Provide executive-ready reporting, issue escalation, and risk mitigation
  • Translate complex federal healthcare priorities into structured delivery plans

Policy to Execution Translation

  • Translate legislation, policy mandates, and program objectives into structured implementation plans
  • Integrate clinical, operational, acquisition, and analytics initiatives
  • Ensure compliance with federal oversight and reporting standards

Data Driven Delivery & Adoption

  • Use KPIs, dashboards, and performance metrics to guide decisions
  • Implement governance structures that ensure visibility and accountability
  • Drive adoption across operational stakeholders and ensure sustained outcomes

Risk & Integration Management

  • Identify cross-program risks early and implement mitigation strategies
  • Coordinate across primes, subcontractors, and internal federal teams
  • Ensure integration across clinical, operational, and acquisition initiatives

Scope of Work May Include

  • Enterprise program and portfolio management
  • Healthcare modernization and acquisition transformation initiatives
  • Monitoring, evaluation, and performance reporting
  • Implementation of healthcare and benefits-related legislation
  • Development of governance frameworks and executive dashboards

Required Qualifications

  • 6-10+ years of relevant experience in program, portfolio, or enterprise delivery leadership
  • Prior federal healthcare experience required
  • Demonstrated experience planning, initiating, managing, executing, and closing out programs in support of an integrated healthcare system
  • Experience operating directly with federal CORs and senior agency leadership
  • Proven ability to own and deliver complex, multi-workstream initiatives
  • Experience designing and running delivery and governance systems
  • Master's degree or higher
  • Project Management certification (e.g., PMP) required
  • Ability to obtain and maintain required federal security clearance

Preferred Qualifications

  • VA / VHA experience strongly preferred
  • Experience supporting acquisition reform or federal healthcare modernization initiatives
  • Background in healthcare operations, informatics, or healthcare supply chain
  • Consulting experience preferred
  • Strong executive communication and stakeholder alignment skills
