Job-Specific Essential Duties and Responsibilities:
  • Responsible for the development and implementation of assigned projects.
  • Responsible for the technical planning, development, testing, supporting deployment, and evaluation of system capabilities.
  • Performs high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex systems, requiring a thorough knowledge of technical skills.
  • Provides day-to-day technical/professional guidance and leadership.
  • Provides subject matter proficiency for work described in the task.
  • Responsible for providing analytical skills and technical expertise to support technical development, process improvement, specialized studies, and definition of requirements.
  • Exercises authority over and oversight into all contractor engineering and phases of system development as they pertain to the JCO system and capabilities.
  • Serves as primary touchpoint to the JCC2 PMO regarding the technical development of prioritized capabilities and the technical decomposition of requirements.
  • Typical duties include leading technical analysis and planning efforts, developing and/or reviewing requirements documents, developing procedures, developing functional architecture, and other related management and technical duties.

Job-Specific Minimum Requirements:
  • An active TS/SCI clearance is required.
  • Must be able to report on-site in San Antonio, TX up to five days per week based on customer requirements.
  • Bachelor’s degree in related field required.
  • A Master’s degree may substitute for 2 years of experience.
  • IAT Level II certification required
  • 10 years of experience in the functional area.
  • 10 years of software development experience in object-oriented and scripted languages (see section 4.2) with the ability to apply tool suites related to DevSecOps, microservices and containers.
  • 2 years of experience in container technology to include but not limited to: Kubernetes, Docker, and Amazon EKS.
  • 5 years of experience with bug tracking software (e.g., Jira).
  • 5 years of experience testing web-based application(s) across various security domains including but not limited to unclassified (NIPR), classified (SIPR), and Top Secret (JWICS).
  • 5 years demonstrate experience leading software development programs or projects.
  • Demonstrated experience in preparing, conducting, and documenting various systems tests and results to verify system operability and compliance with project standards and requirements.
  • Practical experience integrating Restful interfaces and sending and receiving Restful information.
  • Practical experience developing and deploying software in a cloud environment.

Preferred Skills and Qualifications:
  • Experience using Agile Test-Driven development.
  • Experience integrating into DoW DevSecOps environments.
  • 5 years of experience with CI/CD software development.
  • Experience updating and enhancing already developed software application baselines to meet stakeholder needs.
