Position Overview:
We are seeking an experienced Environmental Specialist II to support broadband, telecommunications, and fiber-optic construction projects. This position will assist with environmental reviews, federal and state permitting, grant compliance, and cultural-resource documentation. The specialist will help prepare and submit reports to State Historic Preservation Offices (SHPOs), municipalities, and other regulatory agencies. The role will also support compliance with Section 106 of the National Historic Preservation Act and related environmental requirements for federally funded projects.
Key Responsibilities:
• Research environmental conditions and identify potential concerns associated with proposed construction projects.
• Determine the regulatory requirements and approvals needed to address environmental issues.
• Prepare, coordinate, and submit environmental and cultural-resource documentation to SHPOs, municipalities, and other agencies.
• Support Section 106 reviews and compliance activities under the National Historic Preservation Act.
• Work with federal, state, and local agencies to obtain environmental and construction permitting clearances.
• Assist with land-use and environmental permitting, including conditional-use permits, special-use permits, and certificates of environmental compatibility.
• Prepare agency correspondence, environmental reports, endangered-species documentation, and project-compliance materials.
• Coordinate cultural-resource surveys and related fieldwork between third-party consultants and government agencies.
• Support project budgets, schedules, milestones, proposals, and statements of work.
• Manage multiple smaller projects or one to two larger projects while adapting to changing project requirements.
• Help negotiate avoidance, minimization, and mitigation measures.
• Resolve project issues and conflicts in a timely and professional manner.
Required Qualifications:
• Five to ten years of experience in environmental permitting, regulatory compliance, cultural resources, or a related field.
• Experience working with federal, state, and local regulatory agencies. • Familiarity with one or more of the following agencies is preferred: U.S. Army Corps of Engineers (USACE), Federal Energy Regulatory Commission (FERC), Bureau of Land Management (BLM), U.S. Forest Service (USFS), and U.S. Fish and Wildlife Service (USFWS).
• Knowledge of federally funded project requirements, including the National Historic Preservation Act (NHPA), Section 106 compliance, and state archaeological-agency requirements.
• Experience with fiber-optic, telecommunications, utility, infrastructure, transportation, or linear-construction projects is preferred.
• Proficiency with ArcGIS Pro, QGIS, Google Earth, Microsoft Excel, and Microsoft Word.
• Strong technical writing, communication, organization, and project-coordination skills.
• Ability to manage multiple deadlines and work effectively in a remote environment.
• Ability to professionally resolve conflicts and communicate with clients, consultants, and regulatory agencies.
Education:
• Bachelor’s degree in Anthropology, Archaeology, Environmental Science, Historic Preservation, or a related field.
• At least 30 college credit hours in archaeology combined with relevant professional field experience.
