POSITION: English Language Learner Coordinator
REPORTS TO: Assistant Superintendent
LOCATION: Administration Building
START DATE: Upon Board Approval
Job Goal: Provide general leadership and oversight for the district’s EL K-12 instructional program. Provide guidance and develop instructional capacity in order to integrate best teaching practices and support ELs through explicit English language development instruction and effective sheltered instruction techniques for ELs.
Minimum Qualifications (Knowledge, Skills and/or Abilities Required/Preferred):
● Indiana teaching license with Bilingual and/or a TESOL endorsement (Preferred)
● Master’s Degree in Educational Leadership (Preferred)
● Indiana Department of Education Administrative Licensure (Preferred)
● Minimum of five years teaching experience in a public school setting (Required)
● Experience in developing and/or in delivering English Second Language teacher training is (Preferred)
● Communicate effectively in Spanish and English both verbally and in writing (Required)
Duties and Responsibilities:
1. Provide coaching teachers to apply most effective teaching tools, skills and attitudes to increase student engagement to support a standards- based learning environment for ELs to increase academic achievement across the content areas.
2. Provide direct leadership and assist teachers in recognizing and responding to the multiple needs of diverse EL learners.
3. Assist teachers in utilizing a variety of on-going, instructionally based assessment approaches to inform and differentiate instruction to meet the needs of ELs.
4. Displays a desire to work with students and uses research, teaching, and model best practices to address the needs of EL students who struggle with reading and writing.
5. Provide guidance for implementing a balanced approach of direct teaching using authentic, literature- based reading and writing opportunities and provide assistance with individualized program materials to improve the instruction of ELs.
6. Work with teachers and building administrators in developing appropriate ESL literacy strategies, implementation plans, and assessment tools.
7. Oversee professional development to staff in regards to sheltered instruction for EL students.
8. Facilitate the integration of English Second Language teaching strategies in all regular education activities.
9. Be available to consult with parents of ELs, EL students, administration, and peers outside the school day, as needed.
10. Ensuring district compliance with applicable federal and state laws and policies related to ELs ○ These Monitoring Indicators, used by IDOE, can be used as a reference to ensure program compliance in all areas.
11. Acting as district point of contact for the state for matters related to ELs
12. Disseminating information from the state to educators/administrators
13. Ensuring the proper identification of ELs
14. Ensuring the accurate reporting of ELs in Data Exchange prior to the annual certification deadline
15. Ensuring the proper instructional placement of ELs
16. Developing & maintaining the language instruction educational programs (LIEPs) in the district that are based on effective approaches and methodologies in increasing English language proficiency (ELP)
17. Coordinating the annual language proficiency testing of ELs
18. Maintaining state and federally-required documentation for ELs, including Individual Learning Plans (ILPs)
19. Coordinating Title III grant administration and district Title III activities
20. Coordinating the plan for use of state NESP funding, received through state tuition payments
21. Coordinating professional development for EL teachers and staff, general education teachers, and administrators
22. Analyzing data concerning ELs and developing action plans to address areas of concern
23. Ensuring a process for reclassifying students in accordance with the state-defined exit criteria
24. Annually notifying parents of their child’s EL status and program information
25. Ensuring parents are provided with information in a language they understand, per federal requirements
26. Coordinate and monitor the EL Specialist to complete the following duties:
● Assurance of the required timely communication with parents with regard to their child’s EL status via the Annual Parent Notification Letter; and additional parent communication on EL program-related information such as WIDA ACCESS results, 4 Indiana Department of Education English Learner Program Leader Companion notification of exiting EL services, etc.
● Compiling evidence, assembling, and leading ILP Committees for making exit determinations via Additional Evidence Portfolio review.
● Facilitating and implementing the formal monitoring process for students who have exited EL services for two years after their reclassification
● Providing EL expertise to case conferences for ELs with disabilities, multi-tiered systems of support (MTSS) meetings, referrals for special education evaluation, referrals for high ability programming, and other school-based processes pertaining to EL students
● Have continued participation in ongoing, meaningful, and job-embedded training on English language acquisition, EL instructional best practice, and implementing the service delivery model; and
● Meet at least quarterly with the certified EL Teachers to determine instructional needs and plan ELD for the student(s).
Working Conditions and Physical Environment
Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to dial a telephone, to enter data into a computer terminal; hear and understand speech at normal levels; physical agility to lift up to 50 pounds; to bend, to stoop, to sit on the floor, to climb stairs, to walk and to reach overhead.
