Summary
You will serve as a Maintenance Worker (Seasonal) (FUL) WG-4749-5 working in either Milton or Smyrna Delaware for the Coastal Delaware National Wildlife Refuge Complex.
This is a temporary not to exceed 1039 hours position.

This is a temporary appointment intended for seasonal work that is less than 6 months or 1040 hours from the date of appointment/service year. It is expected this position will be terminated upon completion of the seasons work. The agency may non-competitively rehire an eligible temporary seasonal worker in subsequent years who works less than 6 months or 1040 hours in their service year.
As a Seasonal - Maintenance Worker your duties will include, but are not limited to, the following:

• Maintains station grounds by mowing lawns, mulching, weed eating, trimming shrubs, and spraying weeds with chemicals. Utilizing hand tools or tractors and skid steer type loaders performs work of spreading gravel or soils to rough grades. Assists in snow removal using hand tools, snow blowers, snow plows and tractor loaders.
• Maintains walking trails, boardwalks and observation points by keeping them clean from debris, trimming encroaching shrubs and by making simple repairs such as replacing broken boards. Frequently uses chainsaws to trim trees and remove fallen trees from trails or roadways.
• Installs and maintains display panels, visitor information and traffic control signage, and exhibits to assist station visitors.
• Washes and fuels vehicles, performs such services as checking, changing oil and water; checking fluid levels in crankcases, power steering, transmissions, batteries, radiators, braking systems, etc. ; changes, repairs, rotates, replaces tires; replaces oil find air filters; checks, adjusts, replaces fan belts, hoses, and similar items.
• Maintains boats and marine engines, performs such services as checking, changing oil; changing and checking gear case lubricants, power steering fluids, batteries, trailer braking systems, trailer lights, boat navigation lights, etc. ; changes, repairs, rotates, replaces trailer tires; replaces oil find air filters; checks, adjusts, replaces belts, hoses, and similar items.

Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level, and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date of this announcement will be considered.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements.
The screen out element for this position is: Ability to do the work of a Maintenance Worker without more than normal supervision.
The Maintenance Worker Helper is expected to assist higher graded Maintenance personnel in performing common and typical tasks related to a variety of trades. Examples of duties may include: 1) Lifting, carrying, holding materials and performing other related tasks in installing outdoor water systems, cleaning plugged water pipes and sewer lines, and the replacement of worn plumbing fixtures; 2) Perform minor electrical maintenance and repairs; 3) Drive one or more types of trucks with rated weight capacities up to and including one ton; 4) Maintain boats and marine engines; Maintain walking trails, boardwalks and observation points.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision.
If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.
The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.
Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.
