Management Analyst

Full Time - Onsite

Summary

The Management Analyst serves as the principal advisor on manpower, organizational structure, and resource alignment within the Project Office. The incumbent is responsible for managing the Table of Distribution and Allowances (TDA), coordinating across acquisition and financial management functions, and ensuring compliance with Department of the Army laws, regulations, directives, and policies. The analyst plays a key role in aligning manpower and funding to support organizational missions and senior leader decision-making.

Major Duties and Responsibilities

  • Manpower & TDA Management: Oversees the development, validation, and submission of manpower requirements, TDA documentation, and related adjustments. Ensures proper coding, alignment, and justification of all manpower positions.
  • Coordination Between Acquisition & Financial Management: Serves as the primary liaison between acquisition and financial management offices to align resources, funding, and manpower requirements with programmatic needs. Provides analytical support to ensure compliance with Army acquisition and budgetary guidance.
  • Support Agreements Oversight: Manages and tracks all organizational support agreements, including but not limited to:
    • DD1144 (Support Agreements)
    • MOAs/MOUs
    • Interservice Support Agreements (ISSAs)
    • Ensures agreements are current, funded, and executed in accordance with Army policy.
  • Reporting & Submissions:
    • Prepares and validates the Manpower Allocation Projection List (MAPL) report and submissions.
    • Produces recurring strength reports and analysis to inform senior leadership decisions.
    • Tracks program performance and provides data-driven recommendations for adjustments.
  • Compliance & Process Review: Reviews organizational processes, programs, and systems for compliance with applicable laws, regulations, directives, and policies. Recommends corrective actions and implements improvements as required.
  • Contract Oversight & Advisory Role: general knowledge of SETA contracts, personnel and funding, and Army guidance compliance.

Knowledge, Skills, and Abilities (KSAs)

  • Expert knowledge of Army manpower, TDA, and organizational structure processes.
  • Ability to analyze complex manpower and funding data, develop reports, and make actionable recommendations.
  • Skilled in drafting, reviewing, and negotiating support agreements across multiple organizations.
  • Effective communicator capable of advising senior leaders and coordinating across diverse stakeholders.

Qualifications

  • Active DoD security clearance
  • Bachelor's degree and 8+ years' relevant experience
  • Proficiency in Excel and the ability to manage and manipulate large amounts of data into easily interpreted reports

Outstanding verbal and written communication skills with the ability to clearly and concisely communicate with all levels of an organization to include senior military and government civilian personnel.
