ASRC Federal is seeking a Program Analyst (Journeyman) to support the U.S. Army Software & Innovation Center (ASIC), Application Services Division — Business & Operations team at Picatinny Arsenal, NJ. The Program Analyst provides requirements analysis, business consulting, and operational support to the customer's automated acquisition systems and Equipment Coordinator (EC) functions. This is a part-time position with the flexibility to flex to full-time as mission demand requires. The successful candidate will work independently and as a team contributor to evaluate organizational processes, recommend efficiencies, and support day-to-day equipment coordination and program operations activities.

Essential Duties & Responsibilities
  • Conduct requirements analysis and definition in support of the customer's automated acquisition systems.
  • Provide business consulting and support services to division leadership on system functionality, process improvements, and operational priorities.
  • Perform testing activities on automated acquisition systems, including user acceptance testing, defect identification, and validation of system changes.
  • Conduct organizational studies and evaluations to identify inefficiencies, recommend improvements, and support data-driven decision-making.
  • Design systems and procedures to streamline workflows, reduce administrative burden, and improve operational effectiveness.
  • Conduct work simplification and measurement studies; document baseline processes and recommended improvements.
  • Prepare operations and procedures manuals, standard operating procedures (SOPs), and process documentation to assist management in operating more efficiently and effectively.

Equipment Coordinator (EC) Support

  • Perform Equipment Coordinator–type duties in support of ASIC Application Services Division equipment lifecycle activities.
  • Track, log, and reconcile equipment receipts, transfers, assignments, and turn-ins; maintain accurate property records and supporting documentation.
  • Coordinate with property book officers, hand-receipt holders, and end users to ensure equipment accountability and timely issue resolution.
  • Support inventory reviews, audits, and reconciliation activities; identify and escalate discrepancies.
  • Maintain organized records of equipment status, serial numbers, location, and disposition in accordance with Army property accountability policies.

Independent & Team Contribution

  • Work independently on assigned analytical tasks and deliverables, exercising sound judgment with minimal supervision.
  • Function in a team-lead capacity when required, coordinating the work of peers on cross-functional studies or process-improvement initiatives.
  • Communicate findings, recommendations, and status to the Contracting Officer Representative (COR) and Government stakeholders in clear written and verbal formats.
  • Participate in customer meetings, working groups, and program reviews; support after-action documentation.
Required Qualifications
  • Bachelor's Degree in Business or Accounting.
  • Minimum 7 years of relevant experience within the last 10 years, demonstrating the ability to work independently or in a team-leader capacity to perform:
  • Requirements analysis and definition,
  • Testing of automated systems,
  • Business consulting and support services for automated acquisition systems,
  • Organizational studies and evaluations,
  • Design of systems and procedures,
  • Work simplification and measurement studies, and
  • Preparation of operations and procedures manuals.
  • Active U.S. DoD Secret security clearance (required at time of hire and maintained throughout employment).
  • U.S. citizenship required (clearance requirement).
Preferred Qualifications
  • Prior experience as an Equipment Coordinator (EC) or in an Army property/equipment accountability role.
  • Familiarity with Army acquisition systems, property accountability systems (e.g., GCSS-Army, PBUSE), and related logistics/IT toolsets.
  • Experience supporting CECOM, PEO, or other Army/DoD organizations in a contractor capacity.
  • Demonstrated ability to author SOPs, desk guides, and process manuals for non-technical end users.
  • Working knowledge of Microsoft Office (Excel, Word, Outlook, Teams, SharePoint) at an advanced level.
Work Environment & Schedule
  • On-site at Picatinny Arsenal, NJ. Telework eligibility per customer policy and CLIN requirements.
  • Part-time schedule (hours to be coordinated with the COR). Position may flex to full-time as required.
