Job Summary:

The Refueling Manager is responsible for overseeing the operational, personnel, safety, quality, regulatory, and administrative functions of all aircraft and ground fueling operations. This position provides leadership to fueling personnel while ensuring the safe, efficient, and compliant delivery, storage, distribution, quality control, maintenance coordination, and inventory management of aviation fuel in accordance with FAA regulations, company policies, ACA Specification 103 standards, applicable EPA and SMS requirements, and industry best practices. The Refueling Manager also facilitates employee training and development and may perform operational fueling duties as needed.

Essential Functions:

  • Develop and maintain an effective organizational structure, staffing levels, and operational plans to support fueling operations in Fairbanks and Kenai locations, including routine operations, emergencies, seasonal demands, and contingency events. This position includes traveling as needed to support operations.
  • Oversee all aircraft fueling operations, including fuel delivery, transportation, storage, quality control, inventory management, and customer support to ensure safe, efficient, and reliable service.
  • Establish operational goals, procedures, performance standards, and continuous improvement initiatives to enhance safety, efficiency, customer satisfaction, and business growth.
  • Lead the hiring, onboarding, training, coaching, development, qualification, and retention of fueling personnel while maintaining performance expectations, succession planning, and a culture of safety, accountability, and professionalism.
  • Ensure compliance with all applicable company policies, FAA, DOT, TSA, OSHA, EPA, HAZMAT, SMS, ATA Specification 103, fuel supplier requirements, and aviation fueling standards.
  • Oversee fuel quality assurance programs, including fuel sampling, testing, filtration inspections, water detection procedures, documentation, audits, inspections, risk assessments, and corrective actions related to fuel quality or safety events.
  • Manage fuel inventory, purchasing, forecasting, reconciliation, and monitoring fuel losses or discrepancies while ensuring fuel farms, storage facilities, vehicles, equipment, and infrastructure remain secure, compliant, maintained, and operationally ready.
  • Coordinate maintenance, inspections, and quality control programs for fueling equipment, including fuel trucks, refueling units, tanks, pumps, meters, filtration systems, and support equipment.
  • Manage administrative responsibilities including payroll, scheduling, employee documentation, records management, operational reporting, expense monitoring, and the use of company software and Microsoft Office Suite.
  • Maintain effective communication and working relationships with leadership, regulatory agencies, vendors, customers, and internal departments while resolving operational, service, and billing concerns.
  • Oversee fueling support for airport and off-airport customers while identifying opportunities to improve operational efficiency, customer service, revenue generation, and expansion of fueling operations throughout Alaska.
  • Safely operate vehicles, fueling equipment, machinery, hand tools, and power tools in accordance with established procedures and safety guidelines.

Qualifications:

  • Valid Driver's License is required.
  • Class A Commercial Driver License with Tanker Endorsement and/or Hazardous Materials Endorsement is preferred.
  • Must be able to pass a Drug Test (if holding a CDL) and Airport Background criminal history check.
  • Must be able to work effectively in a drug-free workplace and comply with company drug and alcohol policies.
  • Must be able available after hours to support operational emergencies and critical fueling decisions.
  • Associate's or Bachelor's degree in Aviation, Business Administration, Operations Management, Logistics, or a related field preferred.
  • Five years of progressively responsible aviation fueling experience and three years of supervisory or management experience preferred.
  • Knowledge of aviation fueling operations, fuel quality control programs, fuel distribution systems, and applicable FAA, DOT, TSA, OSHA, EPA, HAZMAT, SMS, and industry fueling requirements is strongly preferred.
  • Strong leadership, communication, organization, planning, and decision-making skills with the ability to manage multiple teams and operational priorities is required.
  • Proficient in computer literacy with experience in Microsoft Suite (Excel, PowerPoint, Word) is preferred.
  • Ability to maintain confidentiality, provide exceptional customer service, resolve issues, and build effective working relationships is required.
