Position/Project Overview:ย 

Project Solutions Inc. is seeking a Sr. Transmission Project Manager to support the Western Area Power Administration (WAPA), a division of the U.S. Department of Energy, at their Desert Southwest Regional Office (DSW) in Phoenix, Arizona. This role supports large-scale, multi-year high-voltage electric transmission capital projects through all phases of development, construction, and closeout. The selected candidate will provide comprehensive project management and Owner's Engineer functions, including scope, schedule, and cost control, FAR-based contract administration, environmental and cultural compliance coordination, and stakeholder engagement on behalf of WAPA.

This role is contingent upon award of project.

Responsibilities and Duties:

  • Monitor contractor performance on high-voltage electric transmission capital projects, tracking progress against established baselines and reporting on scope, schedule, cost, and risk.
  • Review and interpret transmission line construction drawings, schematics, and equipment specifications; identify discrepancies and coordinate corrections.
  • Assist the Contracting Officer (CO) and Contracting Officer's Representative (COR) with technical evaluations, RFIs, and contractor pay application reviews related to transmission work.
  • Coordinate with WAPA field engineers and contractors to resolve technical and field issues promptly.
  • Develop, maintain, and update project scope, schedules, and budgets in coordination with the Federal Project Manager and relevant subject matter experts.
  • Develop and maintain project resource plans, cost-loaded schedules, and performance baselines with defined milestones to support effective execution and reporting.
  • Provide technical project management support and subject matter expertise to WAPA throughout project development, implementation, construction support, and execution.
  • Coordinate multidisciplinary project teams comprising WAPA staff, contractors, consultants, and other stakeholders with specialized functional experience.
  • Research, analyze, and assess project-related issues and risks; develop and present recommended mitigation strategies or corrective actions.
  • Schedule and facilitate meetings, prepare agendas and presentation materials, and prepare and distribute meeting notes and action items.
  • Serve as the primary liaison representing WAPA to external customers, private partnerships, and stakeholders, communicating schedule impacts, outages, access constraints, and other adverse project updates.
  • Support FAR-based construction contract administration, including pay application and invoice review, change order evaluation, and claims avoidance documentation.
  • Coordinate environmental, cultural, and stakeholder compliance requirements during construction, including NEPA commitments, Section 106 cultural resources, biological constraints, and SHPO coordination.
  • Coordinate with tribal entities on projects requiring culturally sensitive construction coordination or work in proximity to tribal lands or resources.

Required Education, Knowledge and Skills:

  • Bachelor of Science degree from an accredited university in engineering or construction management.
  • Minimum of fifteen (15) years of professional experience in engineering, construction, or utility infrastructure.
  • At least ten (10) years serving as a project manager, senior project manager, or deputy project manager with direct accountability for scope, schedule, and cost control, with a minimum of five (5) of those years specifically on high-voltage transmission projects.
  • At least ten (10) years managing Bulk Electric System (BES) transmission line construction projects at 115kV or higher.
  • Demonstrated experience managing transmission construction projects, each with a total construction value exceeding $100 million.
  • Demonstrated experience with transmission line rebuild projects.
  • Demonstrated experienceย serving as the primary liaison representing a transmission owner to external customers, private partnerships, and stakeholders.
  • Demonstrated experience coordinating vegetation management activities within high-voltage transmission line right-of-way corridors.
  • Demonstrated experience on at least two projects requiring coordination with tribal entities, culturally sensitive construction coordination, or work in proximity to tribal lands or resources.
  • Demonstrated understanding of Federal Acquisition Regulation (FAR) procurement requirements pertaining to the planning and acquisition of long-lead time materials and equipment for MV, HV, and EHV transmission line and substation projects.
  • Demonstrated experience with, and ability to apply, the National Electrical Safety Code (NESC), Federal Energy Regulatory Commission (FERC) regulations, and North American Reliability Electric Corporation (NERC) standards related to MV, HV, and EHV transmission planning and compliance.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel, Outlook), Microsoft Project, Microsoft SharePoint, and Microsoft Teams.
  • Demonstrated experience using applications such as Maximo, SAP Business Objects Enterprise (BOE), and Geographic Information Systems (GIS) to support project management tasks such as data gathering and analysis, budget tracking, forecasting, and expense reporting.
  • Familiarity with WAPA construction standardsย and federal government construction practices preferred.
  • Strong oral and written communication skills for daily coordination, reporting, and stakeholder interaction.
  • Valid driverโ€™s license; able to travel to remote substation locations across WAPAโ€™s multi-state regions.
  • Physically capable of walking, climbing, and working in outdoor environments in proximity to energized equipment.
