Job description

JOB SUMMARY

The SCADA & Asset Management Supervisor is responsible for the strategic oversight, technical administration, and operational management of the City's Supervisory Control and Data Acquisition (SCADA) systems and Asset Management/Work Order Management systems within the Public Works Department.

This position supervises and coordinates SCADA programming, instrumentation and control systems, programmable logic controllers (PLCs), telemetry, and related infrastructure while also overseeing the administration, optimization, and continuous improvement of the department's asset management systems.

The role ensures reliable system performance, regulatory compliance, data integrity, preventative maintenance tracking, and process optimization across water and wastewater treatment facilities, pump stations, and associated infrastructure. This position serves as the primary liaison with GIS and IT and provides leadership, technical guidance, training, and emergency response coordination.

QUALIFICATIONS

Education and Experience:

  • High School Diploma or GED required.
  • Bachelor's degree in computer science, Engineering, Information Systems, or related field preferred.
  • Minimum five (5) years of progressively responsible experience in SCADA systems, PLC programming, instrumentation, and asset management systems.
  • Supervisory or lead worker experience preferred.
  • Experience in water and wastewater treatment operations strongly preferred.

Special Requirements:

Licenses and Certifications

  • Valid Texas Class "C" Driver's License or higher.
  • Ability to obtain PLC and SCADA Systems Certificate of Competency within one (1) year.
  • Ability to obtain appropriate Texas Water/Wastewater Operator Certification as required.
  • SCADA software certification preferred.

Knowledge, Skills, and Abilities:

  • SCADA systems architecture, PLC programming, RTUs, HMIs, and telemetry systems.
  • 4-20 mA loop systems, radio telemetry, and digital communications networks.
  • Preferred proficiency in programs like HACH WIMS, VT SCADA, EcoStruxure Control Expert
  • Asset management and computerized maintenance management systems (CMMS).
  • Electrical systems, motor control centers, VFDs, and instrumentation devices.
  • Process control systems in water and wastewater treatment operations.
  • Database structuring and reporting tools.
  • Applicable Federal, State, and local codes and regulations.
  • Preventative and predictive maintenance principles.
  • Budgeting and capital planning concepts.
  • Program and troubleshoot PLCs, SCADA software, and control systems.
  • Analyze system performance data and implement process improvements.
  • Read and interpret electrical schematics, blueprints, and technical manuals.
  • Lead, train, and evaluate technical staff.
  • Manage multiple projects and priorities simultaneously.
  • Communicate clearly and effectively both orally and in writing.
  • Maintain accurate technical records and documentation.
  • Exercise independent judgment and sound decision-making.
  • Respond effectively to emergencies and high-pressure situations.
  • Work collaboratively with internal departments and external vendors.

PHYSICAL DEMANDS

Work involves both sedentary administrative tasks and medium physical labor.

  • May exert up to 50 pounds of force occasionally, 20 pounds frequently, and 10 pounds constantly.
  • Regularly required to sit, stand, walk, climb ladders, kneel, stoop, twist, and lift equipment.
  • Must be able to perform repetitive motions and operate hand and power tools.
  • Requires sufficient visual and auditory acuity to read instruments, monitors, gauges, and alarms.
  • May be required to work in confined spaces.
