Position Summary
MIRACORP is seeking an experienced Senior Transmission Project Manager / Owner's Engineer to support high voltage transmission infrastructure projects for a federal utility client. This position provides technical leadership and project management for complex transmission line projects valued at over $100 million, serving as the Owner's Engineer and primary liaison between the Government, contractors, utility customers, and stakeholders. The successful candidate will oversee project planning, construction execution, cost and schedule management, environmental compliance, and contract administration throughout the project lifecycle.
Essential Duties & Responsibilities
  • Lead the planning, execution, and delivery of largescale high voltage transmission construction and rebuild projects.
  • Develop and manage project scope, schedules, budgets, resource plans, and performance milestones.
  • Monitor project progress, costs, risks, and schedules while providing regular status reports to Government leadership.
  • Coordinate multidisciplinary teams consisting of engineers, contractors, consultants, environmental specialists, and utility stakeholders.
  • Serve as the Owner's Engineer by reviewing contractor submittals, RFIs, shop drawings, technical reports, and construction documentation.
  • Support FAR based contract administration, including change order evaluations, invoice reviews, claims avoidance, and construction issue resolution.
  • Coordinate NEPA compliance activities and integrate environmental, cultural, biological, tribal, and right of way requirements into project execution.
  • Monitor project expenditures, budgets, forecasting, and financial performance using enterprise asset and financial management systems.
  • Support design bid build project delivery, construction sequencing, outage coordination, and schedule recovery planning.
  • Serve as the primary liaison with customers, contractors, regulatory agencies, and external stakeholders while maintaining effective communication throughout project execution.
  • Ensure compliance with applicable federal regulations, NESC, FERC, NERC, safety requirements, and project quality standards.

Minimum Education & Experience Requirements
  • US Citizen
  • Bachelor's degree in Engineering, Construction Management, or a related technical field.
  • 15+ years of experience in engineering, construction, or utility infrastructure.
  • 10+ years of project management experience with responsibility for scope, schedule, budget, and risk management.
  • 5+ years managing high voltage transmission line projects.
  • 10+ years managing 115 kV or higher Bulk Electric System (BES) transmission construction projects.
  • Experience managing transmission construction projects with values exceeding $100 million.
  • Demonstrated experience with transmission line rebuilds and Design Bid Build project delivery.
  • Experience serving as an Owner's Engineer and coordinating cross functional teams in complex utility or federal environments.
  • Working knowledge of FAR, NEPA, NESC, FERC, and NERC requirements.
  • Proficiency with Microsoft Project, Microsoft Office, SharePoint, Teams, and enterprise systems such as Maximo, SAP BOE, and GIS.
  • Strong leadership, communication, stakeholder management, and problem solving skills.
