JOB SUMMARY

The Program Security Manager is responsible for executing and administering all security requirements for assigned programs in support of the company Facility Clearance (FCL). This role ensures compliance with the National Industrial Security Program Operating Manual (NISPOM), customer requirements (DD254s), and company security policies.


The Program Security Manager serves as the primary security point of contact for assigned programs and works closely with program managers, government customers, and corporate security leadership to ensure all classified and sensitive activities are conducted in accordance with applicable regulations and contractual obligations.


GMRE is seeking an experienced Program Security Manager to support classified DoD programs and industrial security operations. Ideal candidates may possess experience as a Facility Security Officer (FSO), Assistant Facility Security Officer (AFSO), Contractor Program Security Officer (CPSO), Program Security Representative (PSR), Activity Security Representative (ASR), or Industrial Security Specialist supporting cleared defense programs, classified environments, Special Access Programs (SAP), and National Industrial Security Program (NISPOM) compliance.


ROLES AND RESPONSIBILITIES

  • Interpret and implement government and contract-specific security requirements for assigned programs.
  • Execute all security duties in support of assigned programs in compliance with NISPOM and customer directives.
  • Review, manage, and implement DD254 and additional security requirements for both prime and subcontractor efforts.
  • Coordinate with Program Managers to ensure security requirements are integrated into program execution.
  • Administer personnel security processes including clearance submissions, indoctrinations, debriefings, travel and reinvestigations.
  • Process visit requests, manage access control, and maintain personnel access records for assigned programs.
  • Maintain accountability and control of classified materials, including storage, transmission, and destruction.
  • Support and enforce COMSEC requirements as applicable to assigned contracts.
  • Ensure proper marking, handling, and safeguarding of classified and controlled unclassified information (CUI).
  • Conduct security education and training for program personnel, ensuring compliance with annual and initial training requirements.
  • Assist in insider threat program execution and reporting requirements in coordination with corporate security.
  • Perform self-inspections, audits, and program-level security reviews to ensure compliance and identify risks.
  • Support incident reporting and investigations related to security violations or concerns.
  • Maintain required documentation and records in DISS, NISS, and other applicable systems.
  • Coordinate with DCSA, customer security representatives, and subcontractor FSOs as required.
  • Assist with physical security measures including facility access, alarms, and secure areas.
  • Support classified shipping and receiving activities as required.
  • Perform AFSO duties in support of the Chief Security Officer

Requirements

REQUIRED SKILLS/ABILITIES 

  • Strong working knowledge of EQIP, NISPOM, JFAN, DCSA, DISS, SWFT, NCAIS, NISS
  • Completion of FSO Program Management for Possessing course
  • Demonstrated ability in processing and maintaining personnel security clearances
  • Demonstrated experience in managing classified materials and requirements.
  • Excellent organizational skills and attention to detail.
  • Excellent writing and process development
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Ability to effectively communicate with corporate executives and cleared personnel
  • Ability to develop and administer security training
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to function well in a high-paced and at times stressful environment.
  • Ability to maintain regular attendance and punctuality
  • Proficient with Microsoft Office Suite or related software.
  • Ability to work flexible hours and be available to respond on short notice as needed.
  • Ability to maintain professional appearance
  • Working knowledge of Export Compliance requirements


EDUCATION AND EXPERIENCE

  • 3+ years of experience in industrial security or related field 
  • Experience supporting classified government contracts preferred 
  • Bachelor's degree preferred (or equivalent experience) 
  • Completion of FSO Program Management course (or ability to obtain within required timeframe)


SECURITY CLEARANCE AND OTHER REQUIREMENTS

  • Active Top-Secret clearance
  • Must be able to obtain and maintain required clearance level
  • Must be a United States citizen
  • Driving or renting a car for company business is expected with some frequency. For insurance purposes, a valid driver's license is required.


SUPERVISORY RESPONSIBILITIES

  • Provide guidance and direction to Assistant Facility Security Officer's, and remote security personnel in adherence to security requirements


PHYSICAL REQUIREMENTS

  • Must be able to effectively communicate with customers and fellow employees.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 30 pounds at times. 


TRAVEL REQUIRED

  • Occasional travel - You may be expected to travel for this position for meetings, trainings, and/or site visits. Less than 20% travel time expected for this position.
