  • Lead overall delivery of the multi-year SAP cloud ERP transformation.
  • Establish and maintain program governance, operating cadence, and executive reporting.
  • Serve as the primary program leadership interface with county executives and stakeholders.
  • Manage program scope, schedule, budget, milestones, dependencies, risks, assumptions, issues, and decisions.
  • Manage delivery across S/4HANA Cloud Public Edition, SuccessFactors, and Ariba.
  • Establish fixed-price delivery discipline and milestone-based governance.
  • Define and manage deliverable acceptance criteria.
  • Coordinate milestone acceptance and formal client sign-offs.
  • Establish and operate change-control processes for scope, assumptions, requirements, and deliverables.
  • Lead executive steering committee meetings and program reviews.
  • Coordinate implementation partners, SAP teams, county stakeholders, and program workstreams.
  • Maintain escalation management and issue-resolution processes.
  • Ensure program documentation supports county procurement, audit, and governance requirements.
  • Provide executive-level status reporting and presentations.
Required Qualifications
  • 12+ years of SAP program/project leadership experience.
  • Successfully delivered at least two full-lifecycle SAP programs as a Program Manager, Project Manager, or senior delivery lead.
  • At least one public-sector SAP implementation, preferably county, city, or state government.
  • At least one SAP cloud implementation, including experience with S/4HANA Cloud Public Edition, RISE/S/4HANA Cloud, or SuccessFactors.
  • Proven fixed-price delivery experience.
  • Experience managing milestone acceptance and deliverable sign-off.
  • Experience creating and enforcing acceptance criteria.
  • Strong SAP Activate knowledge.
  • Experience with executive and government stakeholder management.
  • Ability to work with elected/appointed officials, County Auditor, Budget, Purchasing, and procurement stakeholders.
  • Strong written, verbal, presentation, and governance skills.
